THIS IS A NON-STATUS, NON-PERMANENT POSITION. YOU DO NOT ACQUIRE A COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION.
The Personal Services Contractor (PSC) position is located in the Department of State (DOS), Bureau of Overseas Buildings Operations (OBO), Program Development, Coordination, and Support Directorate, (PDCS).
Major Duties:
Duty 1 – Congressional Coordination
Ensures that information provided to the Congress is accurate and consistent with previous testimony and/or correspondence provided by the DoS and OBO. Prepares PDCS staff to testify as witnesses before Congressional Committees including preparation and clearance of previously submitted response and documents, formulation of a list of issues of recent and historic interest to the Congress in partnership with COMP/P. Coordinates and analyzes all advance questions and answers, and briefs PDCS stakeholders if and when necessary.
Analyzes legislation, Congressional hearings, committee meetings, and floor debates to determine information needs of Congress, relative to PDCS roles, and maintains a state of knowledge, from which to advise the OBO Director, on developments in Legislative activities.
Duty 2 – Program Analysis
Provides expert advice on PDCS plans, policies, and procedures in order to ensure compatibility with Congressional interests. Presents recommendations for general policy and procedures for handling Congressional matters, including overall policy and procedures for OBO Offices in partnership with COMP/P.
Reviews, perform analyses, and review responses for accuracy, assures competency in response to inquiries with accurate justification, in accordance with DoS and OBO policies and guidance. Analyzes Congressional hearing reports and transcripts, and correlate findings with current areas of emphasis or interest of areas likely to be raised during Congressional testimony.
Duty 3 – Liaison
Represents the PDCS Manager Director at high-level conferences and meetings on matters pertaining to assigned mission and programs, as related to Congressional and Legislative affairs in partnership with COMP/P. Serves on various advisory boards and committees relative to the general management of the mission. Maintains continuing surveillance of trends in any general management area of mission operations and apprises PDCS Managing Director.
Capable of gathering pragmatic information, which is useful to PDCS plans and programs. Monitors Congressional Hearings schedule regarding PDCS witnesses. Reads, reviews, and analyzes a variety of Legislative reference and information materials (e.g. Congressional Record, Senate and House publications, web-based resources, periodicals, etc.) to identify items of importance as they pertain to PDCS programs and objectives.
Duty 4 – Budget Assistance
Assists with the budget process for PDCS. Performs a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budget for OBO major components. Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, Executive Orders, and OMB circulars and bulletins. Provides expert advice and recommendations for budget actions. Formulates budget estimates for multi-year programs and on year-end monies. Tracks progress of appropriations through Financial Management and Congress. Assists in justification of budget before Managing Director submits to OBO's Budget Office. Assists with liaison duties between Resource Management/Financial Management (OBO/RM/FM) and Office of Management and Budget (OMB) staff.

Requirements:
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
*** Experience and understanding of analyzing legislation, Congressional hearings, and committee meetings to determine information needs, roles relative to the Directorate.
*** Experience in providing expert advice on plans, policies, and procedures in order to ensure compatibility with Congressional interests.
*** Experience in reviewing, performing analyses and responses for accurate justification on Directorate budget concerns.
There is no substitute of education for specialized experience for the GS-13 position.
