Summary About the Position: Monitors and analyzes the Division's budgets which include the Engineering Division departmental overhead (DOH) and direct project budgets, as well as programs and projects managed within Engineering Division. Responsibilities Acts as a special advisor to the Chief of Engineering. Serves as the primary point of contact and subject matter expert relating to activities utilizing the Corps of Engineers Financial Management System (CEFMS) tool for monitoring and tracking fund control records for Engineering Division. Monitors Engineering Division budget execution. Maintains liaison with key personnel in the Engineering Division and other applicable elements of the District to give or receive information on the activities. Specialized Experience: One year of specialized experience which includes monitoring budget accounts using an automated financial management database system; researching and referencing appropriate financial regulations and policies applicable to budget management/execution; compiling and summarizing information and data to complete assigned portions of budgetary reports concerning milestones, expenditures, costs, and obligation of funds related to Civil Works and/or Military construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Communications Program Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Human Capital and Resource Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Eligible for situational telework only, including emergency and OPM prescribed "unscheduled".
