The Federal Reserve Bank of NY’s (FRBNY) Markets Group mission is to implement market operations, monitor and analyze global financial market developments, execute lender of last resort operations for the Second district and collateral valuation services to the Federal Reserve System (FRS), provide infrastructure and financial services for foreign and international monetary authorities, and to provide capital market-related fiscal agency services to the U.S. Treasury.
The Product, Strategy & Support team is responsible for collaborating with Markets leadership to support the development of business strategy, define the strategic vision for the Market Group’s technology Products and for ensuring the portfolio of initiatives aligns with and provides value to the Group’s mission and objectives. The team further ensures the delivery of functionality fully meets the needs of the users, the adoption and ongoing use of products and services maximizes benefit, and the requisite support activities is reliable throughout the full product lifecycle.
The Policy Operations product team within PS&S drives the portfolio of the Markets Group trading, auction, and rate calculation platforms to effectively support monetary policy implementation, global financial stability, and the role of the US Dollar as the global reserve currency. The Treasury Debt Management Product Owner will work in the Policy Operations product team in PS&S to will manage and maintain the product strategy for Markets fiscal agency services to the U.S. Treasury.
Your role as Product Owner – Treasury Debt Management:
Defines and communicates clear product vision and roadmaps with measurable outcomes; works with technology partners to ensure integration with the Bank’s technology roadmap.
Identifies and monitors technology risks and escalates to appropriate parties in a timely manner, per escalation standards.
Escalate operational issues and ensure resolution with technology service partner, advise business on status and mitigation strategy and ensure operational improvements are prioritized in product backlogs.
Drives alignment with product and business interdependencies in the Bank.
Advises and coaches Product Managers and business stakeholders in establishing product’s business value and supports messaging, communication, and stakeholder outreach approach.
Provides specialized expertise on strategy, product management, industry, and/or technology to advance ambitious and clear strategy within product domain.
Works within delivery squad(s) to deliver new or complex products including definition of feature requirements, prioritization and sequencing, coordination of product demos and user feedback sessions, and rollout to management.
Designs and executes user acceptance testing approach and scripts; provides oversight and coordination through deployment planning.
Designs and integrates usability studies and research into product requirements to enhance user satisfaction; ensures customer driven design including customers inside the Bank.
Works with technology teams to respond to changing priorities and delivery requirements across multiple products or product areas.
Defines, monitors, and communicates product-specific operational KPIs once a product
enters production; sets and manages to targets by influencing technology support services and best practices.
Promotes full adoption of product features, provides training and onboarding support for new users, and provides ongoing expertise and guidance on best usage practices.
Promotes agile behaviors within business areas.
What we are looking for:
Strong product experience working within complex stakeholder landscapes.
Experience working in an Agile delivery model.
Superior communication skills to facilitate conceptual problem-solving and senior stakeholder alignment.
Prior product experience in full cycle trading operations (operations planning, trade execution, settlement, accounting, reporting).
Experience leading technical and product teams in an operational environment and serving as a point of escalation for time-sensitive incidents.
Technical knowledge of cloud and Agile delivery frameworks (i.e., AWS, Azure, CI/CD pipelines) and distributed systems and networking.
Understanding of fixed-income securities, regulations, and markets.
Understanding of federal agency information security and technology policies (i.e., FISMA, Zero Trust Architecture, FedRamp).
Ability to derive meaningful insights and metrics from large volumes of disparate datasets leveraging business intelligence tools, SQL and/or scripting languages.
Salary Range: $144200 - $236300 / year
