Job Title: Senior Program Analyst
Job Description:
We are seeking a Senior Program Analyst to support the USDA. In this role, you will coordinate with various groups to collect and analyze data, identify strengths and weaknesses of existing programs, perform extensive research and analysis, conduct risk assessments, determine trends, and address issues and concerns. You will be a strong facilitator who can effectively communicate across different groups and priorities, with an understanding of agile and value stream processes. You will work with project managers, product owners, technical architects, and clients to help define and organize business and technical requirements for tools and products supporting the customer's financial programs.
Responsibilities:
- Facilitate engagements with product management, executives, and teams to identify key business partners required to successfully scope and deliver each feature.
- Identify, make visible, work to resolve, and escalate unresolved team and customer-level impediments and concerns.
- Coordinate and facilitate program-level events, including PI Planning, Sync, and Scrum of Scrums.
- Identify customer needs and business objectives for products and help create success metrics.
- Lead the creation of artifacts, including the program backlog and PI objectives.
- Summarize and present metrics, health reports, and other assessments (e.g., DevOps).
- Develop and track program-level recommendations and their implementation status.
- Design and implement division and team-level surveys.
- Create brief write-ups of program-level lessons learned and meet with USDA agile practitioners to socialize them every six months.
- Provide brief, Just-In-Time (JIT) training for program-level events.
- Notify customer staff of upcoming external, agile-focused community activities that provide opportunities for continuous learning.
- Identify and implement division-level activities to foster a high-performing team of teams (e.g., events to help build trust and create psychological safety).
- Evaluate and recommend tool choices and usage to support consistency, quality, and productivity.
- Identify, make visible, work to resolve, and escalate team-level impediments and concerns.
- Facilitate team-level ceremonies when needed.
- Train other team members and provide them opportunities to facilitate team-level ceremonies.
- Track team-level retrospective outcomes and implementation.
- Directly coach team members on Scrum, SAFe, and other agile leading practices.
- Identify and implement team-level activities to develop high-performing teams (e.g., help build trust and create psychological safety).
- Lead epic and feature refinement and help manage epic and feature backlogs.
- Support activities at the Program and Team Levels.
Requirements:
- Strong Virtual Facilitator: Able to elicit information for the group's benefit, drive consensus for progress, and be a motivated self-starter in a new environment.
- Value Stream Mapping: Strong understanding and usage to uncover how value flows through processes.
- Agile Product Management (PdM): Strong understanding of Agile principles and how they drive the discovery of work and right-sizing of work to fit within appropriate timeboxes (agile roadmapping).
- Story Mapping: Proven usage of the concept to form an initial backlog of work and determine what is truly needed for an MVP.
- Business Process Mapping: Understands how to map processes and leverages "just enough, just in time" for the discovery of features, creating visuals to help refine features.
- Understanding of SAFe and Scrum: Knowledgeable in the Product Management side of both agile frameworks.
- Working with Multiple Organizations: Capable of distilling noise into actionable requirements, features, stories, and program requirements.
- Efficiencies by Meeting: Efficient in managing meetings to avoid unnecessary time consumption.
- Five-plus (5+) years of experience.
- Must be a U.S. Citizen with the ability to obtain and maintain a government suitability clearance.
Desired:
- Public Trust or SECRET current clearance strongly preferred.
- Federal government consulting experience is a plus.
- Experience with finance/financial projects.
