HF Sinclair: Manager, Procurement
Manages the procurement activities for assigned plant(s) and may manage warehouse functions/personnel as needed. Ensures procurement provides greatest overall benefit to company; ensures materials, supplies and services are sourced and available when and where needed in the required quantity, quality and price; and systems are in place to provide goods and services within corporate and statutory regulations.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)
- Establishes and administers procurement and materials management policy and procedure. Ensures procurement activities are aligned with business and corporate procurement strategy.
- Administers department delegation of authority for contract, requisition, and invoice approval.
- Ensures procurement and warehousing information systems and hardware are properly utilized.
- Manages procurement recruiting, training, evaluation, and motivation. Ensures ongoing employee development and provides functional leadership and mentorship to procurement team in all aspects of procurement and skillset including, but not limited to, sourcing strategies, negotiations, contract management, supplier relationship management, value generation (cost savings) and basic financial analysis.
- Oversees contract administration and management of contracts, and training staff as needed. Approves site contracts within delegation of authority.
- Leads and oversees location sourcing activities through effective RFQ/RFI/RFP process; Identifies and selects suppliers based on various criteria, including category strategy, pricing, availability, and quality. Ensures location activity aligns with overall category strategy.
- Leads assigned plant(s) Supplier Relationship Management Program for certain material or service vendors, develops and monitors performance measures including KPI Scorecards or dashboards for transactional, leveraged, or strategic service or material vendors.
- Provides input to category management for initiatives and strategy and ensures support alignment to business priorities; ensures successful location implementation of category management initiatives.
- Prepares and monitors procurement and warehouse expense and capital budgets, as needed.
- Identifies and implements procurement and warehousing best practices, and shares practices with other refineries.
- Facilitates expense and exposure reduction programs as identified/assigned.
- May participate in Union Management negotiation, meetings, issues, and department grievances and on various Interview Committees for Operations Relief as requested.
- Analyzes spending patterns and identify opportunities to leverage collective spending for assigned location; can translate improvements to impact on the P&L.
- Ensures appropriate buy-channels are being utilized and may oversee the site purchase credit card administration.
- Oversees materials and property disposition management, as assigned.
- Administers local vendor requests and approval.
- Facilitates local Audit requirements.
- Works with IT on major enhancements, process improvement efforts and/or systems implementations.
- Develops and monitors procurement and warehousing (depending on assignment) key performance indicators and performance standards.
- Monitors procedures to ensure compliance with procurement policies.
- Manages warehouse operations and inventory control, keeping a sufficient amount of the right parts on hand to support the maintenance and operations of the refinery, as needed.
Special assignments or tasks assigned to the employee by their superior or other local VP’s or managers, as determined from time to time in their sole and complete discretion.
Experience:
A minimum of 10 years of related on-the-job experience are required.
PREFERRED Experience:
A minimum of two (2) years of procurement/ purchasing experience in the oil and gas industry is preferred.
EDUCATIONAL LEVEL:
A minimum of a Bachelor’s Degree in a business-related field, or an equivalent combination of education and work experience, is required.
REQUIRED SKILLS:
Intermediate skill in Microsoft Office Suite; ability to effectively communicate with others, both written and verbal communication; advanced reading and writing skills; negotiating, interpersonal, time-management and organizational skills; proficient in procurement, inventory control and cost containment; knowledge of manufacturing principles, practices and procedures. Ability to perform intermediate to complex mathematical calculations.
PREFERRED SKILLS:
A C.P.M (Certified Purchasing Manager) or other, equivalent procurement certification is preferred.
SUPERVISORY/MANAGERIAL RESPONSIBILITIES:
Responsible for the direct supervision of up to 10 employees, depending on assignment.
WORK CONDITIONS:
Office based with up to 50% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver-based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes and airborne particles. Subject to all temperatures, weather and varying road conditions. May be required to work extended hours and regularly exposed to outside weather conditions and varying road conditions.
PHYSICAL REQUIREMENTS:
Job conditions require sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50lbs, perceiving color differences, and wearing personal protective equipment (beards not permitted). Job conditions may require standing, walking, and twisting, stooping, crouching, and kneeling.
