Job Description:
IBSS seeks a full-time Procurement/Acquisition Specialist to support the United States Patent and Trademark Office (USPTO) and the Office of Administrative Services (OAS).
The Office of Director of the Office of Administrative Services (OAS) provides the leadership, policies, programs, services, and systems necessary to meet the administrative support needs of the United States Patent and Trademark Office workforce. This includes designing innovative and effective strategies and policies for a broad range of initiatives in security, safety, and health, space and facilities management, IT asset management, and employee and office services.
Key Responsibilities:
- Serve as a liaison between the Office of Procurement and the OAS Contracting Officer's Representatives (CORs).
- Update OAS CORs with the currency of procurement documents or related information.
- Support acquisition operations by preparing, verifying, abstracting, and controlling procurement documents, files, reports, and records.
- Assemble pre-award file information and enter data into an acquisition management system (eAcquisition).
- Track the status of requisitions, contracts, and orders using automated systems such as Automated Procurement Plan (APP), eAcquisition (eACQ), and Momentum (MOM).
- Review reports and research errors or conflicting information in pre-award and post-award documentation.
- Update and maintain OAS Procurement Strategy.
Required Skills /Education/ Certifications & Qualifications:
- A Bachelor's degree in Business Administration, Procurement, Contract Management, or a related field is preferred.
- Minimum of 5-7 years of experience in related fields.
- Proven experience in procurement, and Acquisitions management, preferably within a federal or government contracting environment.
- Familiarity with acquisition management systems such as eAcquisition, Automated Procurement Plan (APP), and Momentum (MOM).
- Strong organizational skills with attention to detail for preparing, verifying, and controlling procurement documents.
- Excellent written and verbal communication skills to effectively liaise with CORs and update them on procurement documents.
- Proficiency in data entry and management of procurement files and reports.
- Analytical skills to review reports and research discrepancies in documentation.
- Ability to track the status of requisitions, contracts, and orders efficiently.
- Familiarity with updating and maintaining procurement strategies and documentation.
- Ability to work collaboratively in a team-oriented environment.
- Proficiency in using office software applications, including MS Office Suite (Word, Excel, PowerPoint) for documentation and reporting purposes.
- Ability to prioritize tasks and manage time effectively to meet deadlines.
- Ability to work well with various stakeholders, including procurement officers, CORs, and other team members.
