Summary: The Process Engineer will support all lines of service within the Commonwealth of Pennsylvania's Office of Administration Office of Information Technology Bureau of Solutions Management (OA-Client BSM) related to mobile solutions. The role focuses on developing, documenting, and communicating the enterprise vision and strategy for mobile platforms, including iOS and Android applications hosted on Azure Cloud. The engineer will ensure efficient functionality delivery, data reliability, and engaging user experiences while supporting a diverse range of mobile application developers and consumers.

The role focuses on developing, documenting, and communicating the enterprise vision and strategy for mobile platforms, including iOS and Android applications hosted on Azure Cloud. The engineer will ensure efficient functionality delivery, data reliability, and engaging user experiences while supporting a diverse range of mobile application developers and consumers.
- Location: Telework with occasional mandatory on-site meetings at The Keystone Building, 400 North Street, Harrisburg, PA 17120. Candidates must reside within roughly one hour of this location.
- Work Hours: Monday Friday, 8:00 AM 5:00 PM (lunch: 12:00 PM 1:00 PM).
- Duration: Initial contract funded through 6/30/2025, with potential extensions.
- Equipment: Candidates must pick up commonwealth-issued equipment on the first day.
- Interview Process:
- Round 1: Virtual via Microsoft Teams.
- Round 2: In-person at The Keystone Building.
- Documentation & Communication:
- Develop artifacts such as strategy roadmaps, design plans, hosting and integration patterns, reusable coding frameworks, SDLC and CI-CD process maps, testing guides, and educational resources.
- Author system documentation, diagrams, and technical content to support the enterprise vision.
- Design & Support:
- Define Azure design patterns and holistic strategies for mobile platform delivery.
- Evaluate operating system upgrades and technology stack impacts.
- Maintain enterprise common framework libraries and shared components.
- Customer Service Excellence:
- Conduct testing, service monitoring, risk assessments, and implementation support.
- Provide training and guidance to developers, engineers, and mobile app users.
- Offer incident response and mentor team members on best practices.
- Collaboration:
- Work with enterprise architects, development teams, and business partners to align technology solutions with business needs.
- Collaborate with other technical teams to define service delivery and maintain SDLC processes.
- Compliance & Evaluation:
- Ensure solutions meet industry standards, accessibility requirements (WCAG 2.1 AA, Section 508, ADA), and OA-Client IT Policy standards.
- Monitor performance metrics and assess technology compliance with EASM standards.
- Research & Process Development:
- Develop new processes for mobile platform services and evaluate tools for accessibility and diversity inclusion.
Technical Knowledge:
- Expertise in digital accessibility (e.g., WCAG 2.1 AA, Section 508) and inclusive design.
- Familiarity with web technologies: HTML, CSS, JavaScript.
- 5+ years:
- Collaboration with development teams.
- Testing and supporting responsive design web applications, mobile apps, web services, and cloud-hosted technology services.
- Authoring technical documentation and diagrams.
- 3+ years:
- Training content development and delivery.
- Production support operations (triage, root cause analysis, and communications).
- Preferred (1+ years):
- Creating accessible content using plain language and alternatives.
- Using assistive technologies (e.g., VoiceOver, JAWS).
- Applying accessibility evaluation tools (e.g., WAVE, Accessibility Inspector).
- Experience in DevSecOps practices with a focus on cost reduction and usability.
- Familiarity with diversity and inclusion content creation.
- Strategy and implementation roadmaps for mobile platforms.
- Technical frameworks and design specifications.
- Support roadmaps for technology upgrades and platform enhancements.
- Comprehensive documentation and training materials to empower development teams and end-users.
