Kelly Government Solutions is hiring for a process control instrument technician on a federal government contract with our customer in Menlo Park, CA.  This is a contract assignment with no end date specified.

Job Description:
The Instrumentation and Control Department within the Facilities & Operations Division at our customer in Menlo Park, CA is seeking a Process Control Instrument Technician Lead to join our team. Members of this team are tasked with the upkeep of the Labs industrial control system pneumatic and electronic distributed instrumentation and control systems i.e. hydraulic, mechanical, electrical, pneumatic, and electronic. In addition, Lab Grade LN2 and N2, Argon and Helium Gases, Oxygen Deficient Monitors, Domestic Water and Natural Gas Meters, Wireless Sensors and Sanitary and Storm Lift stations. We design, install, modify, and maintain these Industrial/Utilities control systems. We monitor and support these systems with IGNITION SCADA by Inductive Automation from the centralized Facilities Control Center operated and managed by the I&C department. In addition, Instrumentation and Controls department has two additional teams Predictive Maintenance and Facilities Control Center Operators. Reporting to the Instrumentation and Controls supervisor, the Process Control Instrument Technician will support a broad range of duties under general direction of a supervisor and collaborate with all levels of staff.
 
Duties and Responsibilities:

• Transmits instructions and specifications received from supervisor to other workers.
• Assigns and explains tasks to workers with verbal or written instructions.
• Motivates employees to meet quality and quantity standards.
• Inspects the work of others for conformance with specifications.
• Assists supervisors or other employees to solve task-related problems.
• Advises supervisor of work progress, problems and other significant information.
• Records information on the work performed by others, maintains inventory records and other appropriate records.
• Provide guidance and training to other technicians and/or apprenticeship program participants.
• Ensures that safety rules are followed.
• Design, install, maintain, troubleshoot, repair and calibrate complete systems and components including control programming software/tools, computers, communications networks, and software.
• Work with engineers and other groups on the design, re-design, installation, modification, and performance of new systems.
• Perform preventive maintenance and functional analysis of all these systems, including the ability to work with the software.
• Install, configure and use software to complete instrumentation tasks, write PLC ladder logic and/or function block programming to meet technical specifications, and document ladder logic clearly and accurately.
• Starts up, certifies and commissions new instrumentation systems, documents startup and testing procedures for new and existing equipment.
• Implement alarm limits, priority of alarms for paging and notification, change set points, tuning constants and other parameters, and document and communicate all changes or modifications.
• Plan own work based on assignments given and prioritize urgency.
• Provide direction for Process Control Instrumentation Technicians.
• Write work plans for performing work and procedures for documenting new and existing systems.
• May generate written Operating Procedures (SOP)s for use by other staff
• May perform any of the duties described in the Process Control Installation Technician specification or other duties as assigned.
• Adhere to safety rules.

Additional Duties:

• Process Control Instrumentation Technician will serve as primary backup operator duties in the Facilities Control Center (FOC) when the primary operator is not on duty.
• May be assigned as an off-duty operator or off-duty Process Control Instrumentation Technician as operational needs dictate.
• May be assigned to the predictive maintenance team operational needs dictate.

To be successful in this position you will bring:

• Minimum Five years’ experience performing the characteristic duties described including experience performing advanced level Process Control and/or lead responsibilities or combination of relevant education and experience.
• Successful completion of industrial instrumentation technician school, apprenticeship program or a combination of relevant education and experience in Industrial instrumentation, Electrical Power System Instrumentation, or Electrical/ Instrumentation. 
• Knowledge of electronic, pneumatic, mechanical and hydraulic instruments and controls (electronic or electrical circuitry).
• Knowledge of PLC programming and PID control loop tuning/optimization.
• Ability to install, maintain, troubleshoot, and calibrate pneumatic and electronic instruments and control loops.
• Proven experience demonstrating the ability to learn new systems.
• Ability to perform electronic work involving wiring, soldering and proficient in tube bending.
• Ability to read and interpret instrument, piping, electronic and electrical schematic and wiring diagrams.
• Ability to read Ladder logic.
• Ability to identify hazards associated with work and to develop methods to mitigate those hazards.
• Ability to utilize personal computer (or any other technology platform) and related software applications necessary to review system maps/records, submit and complete trouble tags, and access/review procedures, policies, other company documentation and reporting tools.
• Must be able to resolve issues independently and in a timely manner.
• Must have a working knowledge of the National Electrical Code, NFPA 70 E, and applicable OSHA regulations.
• Excellent written and verbal communication skills.
• Demonstrated ability to work independently and in a team environment and have an emphasis on quality service.
• Ability to maintain harmonious relations with other employees and vendors.
• Must be able to work from prints, sketches and/or verbal instructions.
• Demonstrated interest and aptitude to learn critical control systems.

Certifications and Licenses:

• California non-commercial driver’s license.
