Summary
Problem-solving is a humanistic approach that reduces system inflow by creatively assisting households and individuals in maintaining their current housing or identifying an immediate and safe alternative. This role requires the ability to exercise independent judgment and make sound decisions regularly with minimal supervision, always acting in the best interest of SSG/HOPICS and the participants we serve. The Program Manager is responsible for overseeing the Problem-Solving program under the guidance of the Sr. Manager for access and triage. Responsibilities will include:
Essential Functions
- Oversee the day-to-day operations of the Problem-Solving Program.
- Provide direct oversight, support, and supervision to Problem-Solving Specialists. Actively supports direct service staff in connecting households appropriately by providing training and guidance.
- Serve as the primary liaison with the Prime Grantor (LAHSA) regarding monitoring contract compliance, preparing reports, and completing goals and objectives.
- Coordinate with interagency departments and partnering agencies to ensure all providers in SPA 6 are officially trained in Problem-Solving interventions.
- Responsible for receiving, reviewing, and submitting requests for financial assistance, as well as monitoring and tracking program budgets and expenditures using HOPICS tracking tools and EGMS.
- Collaborate with the LAHSA Problem-Solving Unit to streamline requests for PSAF and intervention updates.
- Communicate effectively with the contract monitor and funder and coordinated with fiscal and human resources personnel.
- Supervise and ensure compliance with LAHSA-imposed HMIS policies, definitions, and guidelines regarding documentation, documentation standards, and recording in HMIS.
- Coordinating the intersection of Coordinated Entry System (CES) programs and problem-solving interventions in SPA 6, providing technical assistance to both systems.
- Convene and facilitate regular group and individual supervision for the Problem-Solving team and lead the development of systems and tools for staff.
- Communicate regularly with the Associate Director, Deputy Director, Division Director, and partner agencies regarding reporting, program targets, budget utilization, program compliance, etc.
- Strategize and further implement Problem-Solving Agency-wide and across SPA 6. Implement the Problem-Solving intervention strategy throughout the Service Planning Area (SPA) 6.
- Work collaboratively with agency management staff to prepare and submit regular and annual reports.
- Attend system-focused meetings regarding the intersection between Problem-Solving intervention and CES.
- When necessary, determining eligibility for problem-solving candidates, provide direct support, mediation, and limited financial assistance for up to ninety (90) days.
- Responsible for coordinating, attending, or facilitating Monthly Problem-Solving Office Hours. Facilitate necessary program-related training for Problem Solving and HOPICS staff.
- Keep track of and ensure the accuracy and quality of data. Monitor important milestones and service activities. Identify data gaps and develop solutions.
- Work in conjunction with Sr. Manager, Associate Managers, and Deputy Directors.
- Prepare project reports in compliance with funding requirements; maintain client services files under HIPAA and other funding requirements for auditing purposes.
- Attend all related trainings and meetings.
- Maintain appropriate boundaries and adhere to SSG's Code of Ethics and HOPICS' Core Values.
- Professionally represent the Agency at meetings and community events.
- Knowledge of Excel, HMIS, and other database programs is highly desirable. Knowledge of various community-based housing providers in SPA 6 and Countywide. Knowledge of the CES.
- The role will require supervising the following staff: Problem-Solving Specialists (6).
- This position is responsible for working in " client-friendly" environments. Local automobile travel is required. Some responsibility is also involved in working in noisy environments where children and adults are present.
- The supervisor typically spends time sitting, standing, typing, thinking, writing, walking, driving, carrying (max. 25 lbs.), listening, and public speaking.
- This position will require the individual to handle any/all of the following: constant distractions, interruptions, and uncontrollable changes in priorities/work schedules, as well as process information and think independently.
