Responsibilities
THIS IS A PART TIME POSITION WITH AN EXPECTED SCHEDULE OF 30-39 HOURS PER WEEK.
The Principal Project Manager will report to the Mission Delivery Manager of the Stockpile Experimentation and Operations (SEO), Technologies and Operations (T&O) Directorate. The Principal Project Manager will be responsible for management of a project for the NNSS Archiving & Support Program by preserving documents, maintaining equipment, and monitoring areas on the NNSS. The focus of the project is at the Nuclear Testing Archive, where historical documents, microfilm, aperture cards, pictures, and other media are digitized and uploaded to federal systems. The principal project manager also enables work by the U.S. Geologic Survey for activities on the NNSS, environmental monitoring of E-Tunnel, custodianship of Stockpile Stewardship equipment, and working with legacy equipment in support of reaction history. The Principal Project Manager will also lead Personnel Resource Management activities for the SEO T&O Directorate.
Key Responsibilities
- Manage medium projects ($5-20M TPC). Responsible for all aspects of the project over the entire life-cycle (initiation, planning, executing, monitoring & controlling, and closing).
- Uses MSTS project management processes, techniques, and tools.
- Monitor and report on project performance metrics, such as Earned Value metrics.
- Have responsibility for planning and coordination of budget, execution, and resource allocation with peers and Project Managers on the cost, schedule, and technical performance of applicable project work.
- Understand and anticipate potential problem areas, related to work, that will delay or prevent successful project execution; coordinate with the Integrated Project Teams, national laboratories, program offices, and sites to mitigate problem areas.
- Act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Coordinate and serve as point of contact for project data and technical reporting.
- Lead activities to manage allocation of SEO T&O personnel resources, including review and approval of all new job postings, identification of under covered employees and working with functional managers and project managers to identify work scope, and work to deconflict over planned personnel.
- Work with functional managers on new hire onboarding, technical development and assignment to projects. Ensure that functional managers understand the work scope their employees are performing on projects.
- Work with Project Managers to identify work activities to be performed by employees who may become available due to project delays.
- Conduct regular resource meetings to ensure T&O resources are optimally deployed and performing mission work.
- Lead the development of a qualification program for diagnostic personnel, utilizing subject matter experts and training personnel.
- Support branding for SEO Project Management Office, focusing on defining business objectives, driving consistent approaches, and drive effective communications of accomplishments.
- Perform other duties assigned by Management.
- Meets customer needs while providing realistic expectations, e stablishes specific customer satisfaction standards, a ctively monitors customer satisfaction, and p roactively develops and implements strategies to mitigate risk.
- Applies project management best practices and processes, such as planning, work authorization, monitoring project performance, and controlling the project baseline.
- Perform other duties as assigned.
Qualifications
- Bachelor's degree in a related field or equivalent training and experience plus at least 8 years' related professional experience, which included at least 4 years' as a designated Project Manager.
- Previous Project management experience and responsibilities should include:
- Managing medium (<$5-20M TPC sized project and project teams (10-20 people)) through representative project life-cycle phases;
- Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
- Maintaining satisfaction of stakeholders with differing needs and expectations;
- Managing communications between project stakeholders and team members;
- Identifying and complying with project requirements in development of products and deliverables;
- Managing the project team in successfully achieving project scope, schedule, and cost objectives.
- Demonstrated excellence leading diverse teams of scientists, engineers, and support personnel in the execution of projects is preferred.
- Working knowledge of Earned Value Management is desired.
- Able to manage working at multiple sites - the Losee Road facility in North Las Vegas, Nevada, and the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- The work schedule for this position will be part-time, Monday through Thursday (subject to change).
- Pre- placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $115,564.80 - $173,347.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
