Savantage Solutions is seeking a Portfolio Analyst II – IT to join our technical team. The ideal candidate will maintain cognizance of IT acquisition requirements through participation in program acquisition reviews. Through such participation, ensure input, analyses, recommendations, and controls are documented for the record and on all required acquisition review documents.
Duties and Responsibilities:
- Streamline Agency IT requirements review and acquisition processes and promote defensible risk-taking.
- Further the integration of Agency IT acquisition reviews with the Agency’s acquisition processes and the Department’s Information Technology Procurement Request (ITPR).
- Align acquisition actions to DoD-wide procurement vehicles IAW OMB Strategic Sourcing guidance and DoD guidance on IT Reforms.
- Coordinate requirements through the IT Reforms-mandated Change Advisory Board and Fourth Estate IT Procurement Review processes.
- Coordinate with Acquisitions, Contracts and Logistics (AL) Directorate for process
- modifications affecting the Agency’s overall acquisition management processes.
- Develop, maintain, and provide regular training on IT acquisition requirements and process changes to the Agency’s PM/PO/FM/KO community. Coordinate with AL Directorate to ensure participant training records are appropriately updated to reflect class attendance.
- Identify IT embedded in non-IT-centric programs; work with PMO and the investment owner to consolidate component procurement requirements for IT goods and services to minimize contract actions and maximize buying power.
- Review acquisition packages and obtain required internal and external reviews and approvals. As appropriate for packages that convey no IT equities, assess for potential multi-year approval.
- Perform and provide CIO review of all Agency IT acquisition actions; maintain appropriate reporting of obligation approvals.
- Ensure "sustainment" requirements are considered for new capability development initiatives.
- Coordinate with DoD CIO for formal approval of commodity IT procurements and IT Service contract actions; maintain accurate reporting of obligation requests within the DoD CIO’s IT Procurement Assessment Tool (IT PAT) portal.
- Conduct regular audits of approved actions to ensure CIO-provided guidance has been incorporated and/or adhered to. o Conduct regular reviews of executed actions to identify all aspects of information necessary to maintain an accurate registry of enterprise software licenses and Internal Use Software (IUS) -specific reporting criteria, and regular reporting of IT acquisition outcomes sufficient to meet DoD CIO requirements for ‘actuals’ reporting. Ensure records are appropriately updated and maintained in the Agency’s central software license repository, Defense Property Accountability System (DPAS), and IT PAT.
- Define, institute, and maintain regular reporting of performance measures and metrics associated with the CIO IT Acquisition Review process. Measures and metrics should be sufficient to provide insight into the overall performance of the process and trends.
- Draft standard operating procedures, support implementation of changes/new controls, perform research or analysis to revise guidance.
- Provide quality assurance functions to include reviewing completed work for accuracy of data and information, compliance with applicable laws, accounting standards and regulations, and error-free documentation prior to submission to Government.
Knowledge, Skill, and Abilities:
The candidate must have:
- Secret clearance
- Minimum of 2 years of DoD PPBE experience
- IT investment portfolio management and IT compliance and regulatory requirements (preferred)
- Minimum 5+ years of IT Operations and financial management experience
Education and Certification
- Minimum bachelor’s degree required
- Project Management Professional or Agile Certified Practitioner (preferred)
- Defense Acquisition Workforce Improvement Act (DAWIA) – Program Management Level II or III
(preferred)
Compensation
$99k - $134k (based on the National Capital Region)

This salary range is based on the National Capital Region and reflects our good faith estimate for this role at the time of posting. Actual compensation may vary based on geographic region or market conditions, and we may ultimately pay more or less than the stated range.
