REQUIREMENTS: The Attorney General’s Office seeks a resource to assist AGO with determining project scope, requirements validation, and other tasks related to the implementation of a new legal CMS. As an example, the resource will help in identifying business processes, user groups, and order of solution implementation. The resource will work in conjunction with AGO and ADS project staff to complete the project. Vendor must have previous experience in managing and/or implementing a legal case management system for a public sector entity. Experience with other Attorney’s General Offices is preferred; knowledge of State of Vermont legal systems and case/matter management systems of other State of Vermont legal agencies is preferred. Vendor must have experience or demonstrate comfort with the technology shared services provided by ADS for use by State users including personnel of the Attorney General’s Office such as the Microsoft 365 suite of products.

PROJECT DELIVERABLES The vendor will be responsible for supporting AGO through the CMS implementation, for example: • finalizing project scope (i.e., number of users/ programs to include; how to structure use and functionality across employees of multiple agencies; whether and how to incorporate document management across users); • coordinating AGO feedback, testing, and plan for administration of system among users; • identifying common legal and business needs across the AGO’s six divisions and in programs involving non-state employees to help determine how they should be integrated with the CMS; • analyzing and recommending interfaces and functionality across divisions and users; • developing deliverables assigned to AGO for the CMS vendor and successful completion of deliverables. The expectation is that the work will be completed by November 2026. It is anticipated that most work occurring between December 2024 and December 2025. Hours per week will vary depending on the stage of the project. The expectation is that hours required per week will average approximately 5 to 10, with some weeks requiring more and other weeks requiring fewer hours.
