Job Overview:
Continental Tide is seeking a Planner/Estimator (P&E) with Alteration Installation (AIT), Continuous Maintenance Availabilities (CMAV) and/or US Navy Non-Complex Availability Management experience to support our Fleet Services Group. The successful candidate will be responsible for Request for Quotes (RFQs), Technical Work Packages, and other Specification/Work Item Reviews; Estimate Development (Labor, Material, Outside Services, Subcontracting); and development of required Technical Documentation Reporting of shipboard system projects and initiatives.
Essential Duties & Responsibilities:
- Reviews Request for Quotes (RFQs), Technical Work Packages, and other Specification/Work Items from Continental Tide Clients and Teammates and performs detailed ship checks to assist the Project Team on a Bid/No-Bid Decision.
- Review work specifications and applicable reference materials to ensure a complete and accurate understanding of work scope requirements.
- Develop a complete Project Cost Estimate in response to the RFQ ~ Labor (Labor Categories | Manhours | Cost); Material (including consumables and incidentals); Outside Services (e.g. Crane, Scaffolding, Divers); and Subcontracting (Specialized Services). Estimates shall be completed in accordance with advance planning milestones established to allow for orderly reviews, briefings and preparation of all necessary documents for bid submission.
- Develops Technical Documentation to support Project Cost Estimate as required to be in compliance with RFQ/Bid specifications, e.g. Technical Narrative, Work Breakdown Structure, POAM and Subcontracting Plan.
- Assist Program and Project Managers with Planning and Estimating Ship Alterations, Repair or Fleet Modernization projects.
- Analyzes blueprints, drawing packages, and other documentation to prepare time, labor and material estimates for both shop and shipboard efforts.
- Site visits and liaison with requesting activity representatives and other team members to fully understand work scope.
- Prepares comparative estimates as a basis for selecting qualified subcontractors

Required Experience:
- 7-10+ years of experience in performing detailed ship checks, planning and estimating Spec Items, US Navy Non-Complex Availability Programs, and Alteration Installation Team (AIT)/Ship Change Documentation (SCD) Installations.
- Direct experience developing Cost-Plus, Time and Material and Firm-Fixed Price (FFP) estimates
- Expert in Change Management process, RCC development and supporting the Program Manager with timely estimate development during the Period of Performance.
- Proficient in development and updating of Plan of Actions and Milestones (POA&Ms), utilizing MS Project and NAVSEA 9090-310 formats.
- Must be able to demonstrate familiarity and experience with USN Shipboard Hull, Mechanical & Electrical (HM&E); Combat Systems (CS) and Auxiliary Systems (AuxSys)…specific examples are as follows:

- Ability to read and interpret Navy Standard Drawings/Blueprints/Sketches and Installation Specifications
- Comprehensive understanding of NAVSEA Standard Items (NSSIs) and Ship Specifications
- Must have or have the ability to obtain SECRET clearance
- Must have the ability to obtain base and shipyard access / security credentials
- Travel is required within and outside of the continental United States
Additional Areas of Focus:

- Ability to work independently and execute multiple assigned tasks simultaneously
