Job Title: Pipeline Safety and Compliance Specialist
Location: Salt Lake City, UT
Duration: Contract 6 months+ possible long-term
Pay range: $45-$60/hr DOE
Job Responsibilities:
This position applies specialized regulatory, system and operations knowledge in providing recommendations to engineering, operations, gas control, human resources and
management to assure compliance with federal pipeline safety regulations.
This position leads the development and maintenance of company operations, maintenance and emergency response procedures; public awareness outreach and operator qualification programs; and serves as a company representative during Pipeline & Hazardous Materials Safety
Administration (PHMSA) inspections.
Typical Duties
Leads annual review process and management of change efforts to ensure operations & maintenance manual is up to date and in compliance with Pipeline & Hazardous Materials Safety Administration regulations.
Tracks new procedures and revisions through development, review and management of change process and ensures proper approvals are secured.
Controls and maintains the quality, style and internal consistency of the procedures.
Develops operating and maintenance criteria for assigned facilities and, after approval
by engineering and operations management, communicates the procedures to appropriate parties. Evaluates operating data and records, test and inspection data and other documentation required to verify the adequacy of procedures and ensure the integrity of the pipeline facilities. (20%)
Administers Public Awareness program. Prepares the annual Public Awareness Plan and conducts and documents the annual review meeting.
Attends face-to-face meetings with stakeholder groups.

Administers and monitors Operator Qualification program, ensuring regulatory compliance.
Participates in quarterly committee meetings to develop industry common covered tasks and training.
Ensures appropriate programs are in place to track qualifications and ensure covered tasks are performed by qualified individuals. (20%)
Supports the department and special permit compliance audits and renewal process.
Assists in the completion of a detailed plan for the preparation of the application for the required submissions and renewals of maximum allowable operating (MAOP) special permit. (15%)
Conducts audits of facilities, records and procedures, to ensure compliance with company procedures, regulations and insurance stipulations.
Job Requirements:
- A bachelor's degree in engineering or related field.
- 6+ years of related experience in Pipeline Safety regulation and law, pipeline safety operational compliance requirements and pipeline facilities.
- In depth knowledge of pipeline operation, construction and general engineering practices, contractual requirements and standard industry practices.
- Thorough knowledge if Pipeline Hazardous Materials Safety Administration and Federal Motor Carrier Safety Administration regulations.
- Ability to prepare clear, concise and complete written reports.
- Proficient computer skills with various software applications
- Up to 15% travel
(Microsoft Excel, Word, Outlook, and PowerPoint preferred) and aptitude necessary to operate software related to work requirements.
