About the Job
The County of Riverside's Human Resources Department has an opportunity for a Physician Assistant III - CE who will be assigned to the Occupational Health Division located in Moreno Valley.
The Physician Assistant under medical supervision of a physician and within written guidelines, will perform physical examinations, will perform diagnostic and medical care management services and perform other related duties as required.
The Physician Assistant III are licensed physician assistants and function within the scope of practice as specified in the Physician Assistant Practice Act.
The Physician Assistant III - CE (Confidential Exempt) is the third and highest clinical level in the Physician Assistant series. Incumbents demonstrate exceptional expertise and serve as a clinical resource and role model. In addition, incumbents receive special assignments in education needs assessment, in-service training, problem-solving clinical and administrative issues, and standardizing related systems and procedures.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.
The Department desires candidates with knowledge of POST requirements. Incumbents with experience in pre-employment physical exams, conducting medical clearance of charts and have reviewed of medical notes are highly encouraged to apply.

Additionally, this classification is eligible to receive a confidential employee pay differential of 2.71% per hour. The pay differential will be applied to actual hours worked.
EXAMPLES OF ESSENTIAL DUTIES
• Take patient health histories; perform physical examinations; record findings and assess the health status of patients; identify abnormalities and/or concerns.
• Order, review and interpret diagnostic and screening procedures; perform selected diagnostic and therapeutic procedures; perform minor surgical procedures under supervision of a physician.
• Instruct and counsel patients and their families on matters pertaining to their physical and mental health; refer patients for further diagnosis and/or treatment when indicated.
• Identify patients who require immediate attention of a physician; initiate specified emergency treatment.
• Carry out approved treatment plans; assist the physician in providing services to patients requiring continuing care including the review and implementation of treatment and therapy plans.
• Assist in orienting less experienced physician assistants; collaborate with other physician assistants and physicians to review protocols for healthcare.
• Identify needs for continuing education for physician assistants, medical students, and resident physicians and make recommendations for meeting such needs.
• May present in-service training or staff development programs as designated by supervising physician.
• Participate in analysis of clinic concerns and work with other department staff to solve problems.
• Collaborate with other department staff to modify patient record-keeping requirements and forms; identify need for modification of standardized procedures for physician assistants and initiate collaboration with supervising physician to implement changes.
• Participate in community activities on health related issues.
MINIMUM QUALIFICATIONS
OPTION I
A Bachelor's degree from an accredited college or university in physician assistant studies, public health, health sciences, or a closely related field.
AND
Experience: Three years as a physician assistant, one year of which must have been with the County of Riverside or equivalent hospital or healthcare setting.
OPTION II
A Master's degree from an accredited college or university in physician assistant studies, public health, health sciences, or closely related field.
AND
Experience: Three years as a physician assistant, one year of which must have been with the County of Riverside or equivalent hospital or healthcare setting.
OPTION III
Currently certified by the National Commission on Certification of Physician Assistants (NCCPA). Certification must be maintained to continue in this level for those who do not have a Bachelor's or Master's degree.
AND
Experience: Three years as a physician assistant, one year of which must have been with the County of Riverside or equivalent hospital or healthcare setting.
License/Certificate: Possession of a valid Physician Assistant Certificate issued by the National Commission on Certification of Physician Assistants is preferred.
Must possess and maintain a current valid license to practice as a Physician Assistant in the State of California.
Current Drug Enforcement Administration Certificate (DEA) is required.
Knowledge of: Techniques and procedures used in the diagnosis and treatment of personal health problems; principles of health maintenance and disease management; healthcare delivery systems; community resources and referral systems related to healthcare; ethics and laws under which medicine is practiced and governed; normal growth and development, pathophysiology, pharmacology, nutrition, counseling, and health education principles.
Ability to: Provide care to patients with acute and chronic health problems; conduct physical examinations and assess results; identify abnormal health conditions; write clear and concise medical reports; communicate effectively orally and in writing; establish and maintain effective working relationships with patients, healthcare team and others; analyze situations accurately and take effective courses of action.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
