Summary This position is located in the Federal Trade Commission (FTC), Office of the Chief Administrative Services Officer (OCASO), Logistics and Security Management (LSM), Physical Security Branch (PHYSEC).The Security Specialist Administrator is responsible for all aspects of mission related strategies, plans, policies, procedures, associated contracts, and technical requirements. This includes functioning as the Insider Threat (InT) Program Manager and Information Security Manager. Responsibilities Incumbent advises Agency managers on new developments and advances in Insider Threat (InT) detection related techniques; planning, organizing, and directing studies to develop long range studies and forecasts; evaluating and making recommendations concerning overall plans and proposals for FTC InT assessments. Collects and analyzes data that is essential for assessing the success of the FTC's InT Program. Develops and implements analytic strategies for detecting malicious activity on systems and cyber networks through data collected from, and coordination with, information technology sources. Collects and analyzes data, prioritizes significant and emergent events for further investigation, correlates information with other information sources to establish context and compile information into analytic reports in support of reporting requirements and providing relevant updates and briefings to FTC leadership and peers in counterintelligence (CI), legal, information technology, and human resources. Leads, participates in, or coordinates teams and projects concerned with the collection, review, interpretation, correlation, and analysis of employee related data to identify behavior potentially indicative of an insider threat. Leads working groups to identify and implement recommendations to improve overall functions, operations, and performance. Researches and interprets federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles to individual situations. Maintains awareness of latest trends and developments in related areas through trade reports, attendance at symposiums, and personal contact with key personnel in the various related fields. Serves as the partnership point between the FTC and security and law enforcement cadre during the conduct of investigations and/or inquiries to resolve insider threat matters, employee misconduct or violations of law. Uses these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas. Conducts annual program reviews, providing written reports that capture key findings and mitigations strategies. Coordinating with internal partners and external agencies on program standing. Serves as the FTC's appointed Information Security Manager (INFOSEC). Performs a variety of duties related to the INFOSEC program to prevent the compromise or loss of classified information or material. Implements security policies and procedures to ensure that classified material is received, transmitted, handled, stored, and accounted for from the time of receipt until dispatch, return or destruction. Establishes, conducts, and monitors annual training for cleared staff. Ensures all classified material is reviewed, downgraded, destroyed and kept to a minimum in accordance with appropriate directives. Reports security violations and incidents to leadership and assists with conducting the preliminary inquiry and preparing the report of findings. Prepares, manages, and executes policies, procedures, training material, and staff awareness governing the FTC's Operations Security (OPSEC) program. Reviews and recommends updates to the FTC's Critical Information List (CIL) Policies and Procedures no less than annually or as required based upon mission requirements. Provides technical advice and management of Security Education and Training programming efforts, e.g., determining the training needs; the sources of needed training; the planning necessary to meet needs, design, and presentation of training; and the evaluation of results for FTC staff and Physical Security staff. Evaluates training programs to determine their effectiveness in relation to needs of supervisory and operating levels, overall training program objectives and further improvement in the employee development program. In coordination with local and federal law enforcement, intelligence, and security agencies, maintains oversight and associated situational awareness for possible or actual threats/risks that may impact FTC operations, facilities, or staff at each FTC office location, to include the Regions. Through assessment of intelligence information and/or open source (media) reporting, law enforcement reporting, and use of social media technologies, traverse the threat landscape for possible risks to the FTC, ensuring applicable FTC leadership is updated on findings, assisting leadership with mitigation and reporting activities. Requirements Conditions of Employment Qualifications To qualify for a Physical Security Specialist at the GS-14 level, you must meet the following requirements:You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Evaluating operational activities, managing varying program areas, assessing productivity and identifying improvement in program effectiveness and opportunities in areas such as Insider Threats. Information Security, Operations Security, Security Education and Training, and Intelligence Support. Experience analyzing and evaluating program risks and produce program reports for presentation to senior leadership. Experience developing program assessment protocols for evaluation and improvement. Experience managing all aspects of mission related strategies, plans, policies, procedures, associated contracts, and technical requirements for all areas of assigned responsibility for the Administrative Security Operation of a physical security program. Experience serving as the Insider Threat Program Manager and Information Security Manager; and overseeing Operations Security; Security Education and Training; and Intelligence Support. Experience advising on new developments and advances in all program areas, planning, organizing, and directing research to develop long range studies and forecasts; evaluating and making recommendations concerning overall plans and proposals for program and policy assessments of the physical security programs noted. Experience formulating strategies to support future operations, emergency response and contingency planning.
