About the Job
The purpose of this task order is to obtain professional support services for the Office of Security Personnel Security Division (PSD) program to ensure employees, visitors, and associates along with the subset of clearance holders throughout the Department, are properly investigated and processed in compliance with appropriate laws, executive orders and the related policies, procedures, and standards that govern the granting of eligibility for access to classified National Security Information (NSI); and, processing security and suitability investigations and related adjudication. Support is required via a coordinated effort with the Office of Acquisition for Enterprise Services (ES-A), Office of Human Resources Management (OHRM), as well as Department bureau points of contact, to monitor compliance and ensure information is captured in OSY Security Manager and other related systems.
Background:The Office of Security (OSY) serves to mitigate the risk to personnel, facilities, property, information, and assets through increased initiatives in various security fields via issuance of Department-wide security policies and the application of multi-disciplined security programs extending from the Headquarters to our operating units. OSY plans and implements these policies through developing procedures and delivering security services for the Office of the Secretary and other nationwide Department bureaus. Specifically, OSY establishes and enforces policies and procedures for conducting background investigations and granting security clearances; safeguarding classified and sensitive documents and information; protecting Department personnel, facilities and property; assessing threats and determining risks to Departmental assets; ensuring proper communications security; providing guidance to Departmental offices and operating units on security-related matters; and, ensuring compliance with security policies and procedures.
Location:
- HCHB - 1401 Constitution Ave., NW Washington, D.C. 20230.
- Work Schedule: M-F 8:00 AM – 4:00 PM.
- Remote flexibility is offered, 2 days per week.
Although other general and within scope support duties may be assigned, the specific required tasks are as follows:
- Utilize the USA Staffing system to support employee onboarding processes.
Apply Microsoft Excel fundamentals for data organization, analysis, and reporting.
- Ensure proper review of Office of Personnel Management (OPM) Personnel Investigations Processing System (PIPS)/Central Verification System (CVS), to validate the need for personnel security investigations.
- Perform processing within the OPM Electronic Questionnaire for Investigations Processing (e-QIP), to review investigations/reinvestigations as prescribed by 5 CFR 731 and 5 CFR 1400.
- Input adjudicative decisions into OPM PIPS/CVS
- Adjudicate pre-appointment for tentative employee selections provided by the Office of Human Resources and for Contractors. Case review/write up for suitability/fitness determinations.
- Ensure data is properly entered in the OSY SecurityManager Database System to include maintaining separation from duty, clean up and correction of personnel security records, pre-appointment, and adjudication actions.
- Serve as a liaison to bureau representatives concerning record discrepancies.
- Plan, organize and prioritize work in a high-volume, fast-paced security environment. This includes the ability to maintain poise, tact, and self-control while under pressure, and the ability to follow through on tasks.
- Demonstrate strong customer service skills both in person and by telephone andwork effectively as a team member to balance the interests of a variety of clients.
- Exercise above-average judgment, resourcefulness, and diplomacy in dealing with Government officials, contractors and associates, visitors, and the general public.
- Protect privacy and ensure policy and procedure compliance.
- Advise program managers and senior managers on administrative/procedural decisions and judgments.
- Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of line program operations in meeting established goals and objectives.
- Develop, provide, and transmit effective communications, both oral and in writing.
- Prepare a variety of reports for bureau and OSY management.
- Execute word processing and data entry.
- Research, develop and review documents for Department–level approval, to include management policies, Departmental Orders, and other routine requests.
- Develop procedures and systems for assessing the effectiveness of programs/management processes.
- Create, review, and provide briefing materials.
- Review and edit office documents.
- Establish and maintain records and files which include performing appropriate disposal in accordance with general records schedules.
- Photocopying and performing other general office duties as assigned.
4 years of related experience, 1 of which must be in a supervisory role.
- PIPS/e-QIP/CVS/e-QIP systems experience.
- Suitability and/or Security adjudication experience.
- Must be skilled in Microsoft Office Suite to include use of Outlook, Word, Excel, and PowerPoint.
Education:
Bachelor's degree in a related field of study, or equivalent experience.
