Lead Marine has immediate openings for a Shipyard Permit Authorizing Individual (PAI) in the San Diego Naval Shipyard Industry. Must have good experience with Shipyard Safety, Lock Out/Tag Out, Hotwork Permits, Confined Entry Logs, Gas Free Work Scopes, & Marine Chemist Certs. Must be DBIDs Badge eligible to gain access to Naval Bases.
Responsibilities:
- In conjunction with the Production Trades, assess each hot work location utilizing a Job Safety Analysis form prior to the authorizing hot work operations to ensure a safe-working environment.
- Determine the type of work to be conducted, assess the area(s) for safety/fire hazards, and ensure protective measures are in place.
- Propose alternative operations/activities to eliminate or minimize hazards.
- Ensure that the space or component being worked on has been properly tagged-out/isolated, if applicable, prior to authorization of hot work operations.
- Ensure personnel working at the hot work location have their qualifications in their possession.
- Ensure all lines and leads have been identified and tagged.
- Process associated paperwork (Hot Work Permit, Hazardous Substance Notice, Gas-Free Work Scope, etc.).
- Ensure associated paperwork and warning signs, if applicable, are posted at the hot work location(s).
- When gas lines are used for hot work operations, ensure that each Hot Work Operator has conducted a “drop test” successfully.
- Inspect the hot work location(s) and adjacent space(s) for combustible material, storage of explosive material, and other possible fire hazards.
- Review associated paperwork for accuracy and make corrections, if needed, prior to authorizing the Hot Work Permit.
- Ensure communication is properly established between each Hot Work Operator and each Fire Watch prior to authorizing hot work operations. Inspect fire extinguishers to ensure that they are in good working condition, have been inspected monthly, and in compliance with applicable regulations.
- Ensures that each assigned Fire Watch has a clear and full understanding of the task to be conducted and the hazards associated with the task(s).
- Authorizes the commencement of hot work operations only after ensuring associated paperwork is filled out correctly and posted, the space(s) is/are free of all recognizable safety hazards, communication established between workers, and protective measures in place and in good working condition to protect personnel and the ship.
- Conducts and documents additional assessments of hot work locations and affected spaces throughout the shift.
- Attend meetings as designated by the Hot Work Coordinator or EHS Manager.
- Investigate potential issues when directed by the Hot Work Coordinator.
- Perform other duties as requested by the Hot Work Coordinator.
Requirements:
- Basic knowledge of various shipboard layout including classification of piping systems.
- Basic knowledge of OSHA regulations pertaining to hot work, walking-working surfaces, confined/enclosed spaces and other dangerous atmospheres.
- Basic knowledge of NAVSEA Standard Items related to Safety, 8010, and OP-4.
- Basic knowledge of welding and cutting procedures.
- Basic knowledge of NFPA 51B
- Basic knowledge of Marine Chemist Certification process.
- Basic knowledge of health hazards associated with hot work operations and how to eliminate/minimize them.
- Basic knowledge of U.S Navy ranking and military occupational specialty codes.
- Must have a minimum of 1 year shipboard/shipyard experience unless experience or education warrants a waiver.
- Must have a minimum of 6 months experience with hot work operations unless experience or education warrants a waiver.
- Must be able to read, write neatly, speak, and understand Basic English.
- Preferred First-Aid/CPR/AED, Shipyard Competent Person, and/or Heavy Metal Awareness certified.
