About the Job
Bookkeeper/Payroll Specialist position will handle all financial and payroll information. This person will be tasked with paying bills, collecting debts, running payroll, and submitting all government forms, sales tax payments, and payroll deductions. Payroll Specialist ensures that employee payroll processing is in compliance with federal and state laws. Assist in payroll accounting, transactions, reporting, stop payments and other operations. Review payroll reports and timesheets for correctness before payroll transactions.
Essential Functions:
- Computerize, classify, record, verify and maintain numerical data for use in maintaining financial records by performing the following duties.
- Maintains payroll information by collecting, calculating, and entering data.
- Updates payroll records by entering changes in exemptions, insurance coverage, savings deductions, and job title and department/division transfers.
- Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages.
- Determines payroll liabilities by calculating employee federal and state income and social security taxes and employer's social security, unemployment, and workers compensation payments.
- Resolves payroll discrepancies by collecting and analyzing information.
- Provides payroll information by answering questions and requests.
- Maintains payroll operations by following policies and procedures; reporting needed changes.
- Maintains employee confidence and protects payroll operations by keeping information confidential.
- Verify that transactions are recorded in the correct daybook, supplier’s ledger, customer ledger and general ledger
- Process accounts receivable/payable and handle payroll in a timely manner
- Compile and sort documents, such as invoices and checks, substantiating business transactions.
- Verify and posts details of business transactions, such as funds received and disbursed, and totals accounts to ledgers or computer spreadsheets and databases.
- Compute and records charges, refunds, cost of lost or damaged goods, freight charges rentals and similar items.
- Prepare vouchers, invoices, checks, account statements, reports and other records and reviews them foraccuracy.
- Reconcile bank statements.
- Reconcile and recommends resolution for report discrepancies and problems.
- Code data for input to financial systems according to company’s procedures.
- Assist to ensure the company meets state and federal grant requirements; specifically, the compliance requirements of federal award expenditures.
- Assist and inform senior executives and program/department managers of financial matters affecting the organization.
- Proficiency with automated accounting systems and excel/access reporting.
- Provide fiscal leadership with respect to all grant-related accounting functions.
- Relate and communicate the needs of Finance and internal program or departmental accounting functions to others within program or department.
- Discover ways to enhance efficiency and productivity of procedures.
- Keep senior management informed with detailed and accurate reports or presentations.
- Review reports prepared by managers to determine progress and issues.
- Provide training on policies and standards of procedures as required.
- Other task and responsibilities as assigned.

Qualifitications and Requirements
- Level: Bachelor’s degree in Accounting, Business Administration or Finance or related business field.
- 2 to 4 years of experience in bookkeeping, bank reconciliation, administration of payroll, related payroll tax reporting.
- 2 years of full-time professional experience in accounts payable and receivable, general ledger, payroll and payroll reports in field of study.
- Fluency in English/Spanish
- Candidate will work minimum 3 days from Regional Office (77021), and 1 to 2 days a week at site (77090)
- Experience in services related to payroll such as writing checks and submitting payroll taxes.
- Strong knowledge of generally accepted accounting principles.
- Extensive experience with data entry, record keeping and computer operation.
- Balance sheet and asset management.
- Experience managing finance (accounting, budgeting, control and reporting) for a nonprofit or business with multiple funding sources, including government (federal and state) contracts/grant.
- Proficiency in accounting software and strong written and oral communication skills, strong organizational skills and the ability to handle multiple tasks.
Working Conditions/ Physical Effort
Work is performed mostly in an office setting. Some overnight travel, public speaking, evening and weekend work are requirements of the position. Regular computer works also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
