Under the direction of the Payroll Manager, the incumbent will be responsible for activities associated with generation of payroll including labor distribution records, vacation and sick leave accrual, overtime and withholding status. Complies with all government reporting requirements for payroll taxes, withholding and employer contributions. Responsible for one or more major payroll programs. Recommends changes to policies and establishes procedures for programs. Regularly works on highly complex issues where analysis of data requires an in-depth evaluation of variable factors. Prepares payroll reports for senior management. Interacts with senior internal and external personnel. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Identifies risks and responds accordingly.
Essential Job Functions:

- Tests releases of the payroll system and ensures the releases are functioning correctly prior to implementation. Provides troubleshooting assistance for system related issues as well as installing and testing version upgrades, hot fixes and rule changes in API Time and Attendance and API Staffing/Scheduling. 20%
- Provides education and training to medical center managers and staff related to the payroll system, the time and attendance system, payroll policy and procedures, university payroll policies and procedures and payroll related articles in the labor agreements. This includes providing API training to new timekeepers and refresher training to current timekeepers as necessary. 10%
- Performs highly complex payroll analysis in managing the review and reconciliation of University payroll and benefits accounts and records to produce required reports for University management. Audits payroll office processes and accounts for accuracy and compliance. Provide payroll records for subpoena’s workers’ comp and disability requests. 25%
- Maintain Payroll SharePoint site ensuring all information is accurate and compliant with all payroll policies and procedures. 5%
- Creates, runs and reviews highly complex demographic and payroll related reports out of multiple systems such as Cognos, Data Warehouse, and API. Provide reports to GL or HR management as needed. Develops year-end tax reporting schedule and coordinates tax reporting functions with other offices. 20%
- Audits payroll office processes and accounts for accuracy and compliance. Responsible for payroll closing activities, performs complex manual updates. Ensures compliance with Federal, state, and local tax agencies and the University's retirement and benefits systems. 20%

Required Qualifications:
- Working knowledge of MS Office software programs
- Must possess the skill, knowledge and ability essential to the successful performance of assigned duties
- Must demonstrate customer service skills appropriate to the job
- Experience configuring devices for network communication (static IP vs DHCP).
- Excellent written and verbal communication skills in English
- Demonstrated judgment and analytical skills to identify, analyze, and resolve payroll related problems.
- Bachelor's degree in related field or equivalent combination of experience and education
- Advanced knowledge of payroll processes, policies, and procedures.
- Advanced knowledge in administering automated time and attendance system with strong knowledge of related state and federal wage and hour regulations.
- Ability to maintain a work pace appropriate to the workload
- Ability to establish and maintain effective working relationships across the Health System
- 4 years’ experience with payroll applications and payroll processing.
Preferred Qualifications:
- Knowledge of University and medical center organizations, policies, procedures and forms
- Demonstrated knowledge of medical center payroll policies and procedures
