Primary purpose:
The Parking Manager will assist the Director of Transportation Operations (hereafter the “Director”) in all aspects of their duties as a Division Head in the City of Newton Department of Public Works. The Parking Manager will work on multiple projects simultaneously in an organized and customer-oriented manner and will refer to the Director for supervisory issues and approval of parking-related projects or City initiatives and represents the Division at meetings with City officials and the public as required.
Supervision:
Supervision Scope: The Parking Manager works under the general supervision of the Director and/or designee. Employee will be trained to understand the work routines and will use initiative in carrying out recurring assignments independently. Any questionable cases are referred to the Director for clarification or interpretation. Reviews and checks of the Parking Manager’s work are applied to an extent sufficient to keep the Director aware of progress, and to ensure the completed work and methods used are technically accurate and that instructions are being followed. The Parking Manager will assign tasks to other Transportation Division employees as well as part-time or summer interns as required. The position does have access to confidential information.
Supervision Received: Employee works under the general supervision of the DPW Transportation Division Director.
Supervision Given: Employee is responsible for supervising and working with staff on the Parking Meter Crew and supervises the Parking Clerk. Employee also assists the Director with the general supervision of other Transportation Division personnel.
Essential Functions:

Receives and responds appropriately to calls from residents, consultants, contractors, vendors, and others regarding parking restrictions along public streets or within municipal parking lots, parking meters, accessible parking, parking emergencies, questions, and requests related to parking within the City limits.
Performs field work and inspections required by changes in City Ordinance, Traffic Parking Regulations (TPR), State Law, or Federal mandate that results in a need for new or modified traffic sign(s). Ensures compliance with all applicable Federal, State, and local standards.
Responsible for directing parking meter crew to install parking-related street signs.
Responsible for annual pavement marking management, and assigns work orders to internal DPW staff and external contractors. Reviews completed pavement marking work.
Conducts parking meter audits, turnover, occupancy, and revenue analysis.
Prepares agendas, presentations, reports, charts, graphs for public and inter-department meetings. Generates and presents technical reports regarding parking analyses, parking studies. Facilitates and attends meetings during regular work hours and after hours including but not limited to City Council, Traffic Council, Public Safety & Transportation Committee, Public Facilities Committee, Commission on Disability, and Area Councils.
Coordinates with other departments, contractors, and consultants regarding parking-related projects during regular work hours and after hours as assigned by the Director.
Completes cost estimates for repairs and improvements to City-owned infrastructure such as parking meters, multi-space pay stations (aka “kiosks”), or other parking-related equipment or apparatus.
Creates and edits various layers and applications within the City’s Geographic Information System (GIS) software and/or City work order software system.
Reviews on-site and off-site parking-related issues and concerns associated with new developments. Completes technical memoranda to summarize conclusions and recommendations for review by the Director.
Maintains and updates records pertaining to the Traffic & Parking Regulations (TPR) including accessible parking spaces located throughout the City.
Assigns work to employees, enforces safety regulations, and maintains discipline.
Conducts employee meetings to respond to employee inquiries and provide information and explanation to employees regarding work assignments.
Lays out work to be performed, oversees pickups and deliveries needed, assists in planning for special events, and corresponds with vendors as needed.
Meets with supervisor to discuss work schedule and review work performed by site and division staff.
Maintains current knowledge of profession through peer association, attendance at seminars, parking conferences and meetings.
Assists other Transportation Division personnel with regard to operational functions that may include the pavement marking program, sign management, traffic signal maintenance, and street light management.
Maintains established quality and quantity standards. Ensures work area(s) and equipment are maintained in a clean, orderly and safe condition, that prescribed safety measures are followed, that established City and department policies, procedures, rules and regulations are adhered to.
Prepares reviews and disseminates a wide variety of reports, analyses documents, and records as related to parking-related projects and City initiatives.
Responds to phone calls and emails as required to respond to questions, concerns and inquiries from the public, Mayor’s office, City Councilors, engineers, surveyors, contractors, consultants, architects, real estate agents and brokers, attorneys and others regarding both transportation and parking-related activities, projects, City initiatives or Transportation Division responsibilities.
Is on call to respond to emergency situations.
Performs similar or related duties as assigned by the Director.
Minimum Entrance Qualifications:

Education, Training and Experience: Bachelor of Science in Civil Engineering, Bachelor of Arts in City/Urban Planning, or a field related to the work and three years of professional experience related to parking facilities, parking operations or management. Experience in a public agency setting is desirable. Supervisory experience is beneficial.
Language / Communication Skills: Ability to read, interpret and explain clearly and in basic terminology documents and plans such as construction contract documents, union contracts, City Ordinances, State and Federal Laws, regulations, safety rules, operating and maintenance instructions, and procedure manuals. Employee must be able to clearly and efficiently write technical memoranda and correspondence. Employee must be able to interpret site plans, contract specifications, construction drawings, details and layouts. Employee must be able to effectively present information, which may be controversial in nature, to inside or outside contacts, groups of customers or employees of organization. The position interfaces with the public. Aspects of the job will have direct communication with residents and various vendors. Contact occurs daily in-person, on the phone, and via e-mail.

The physical demands described here represent those requirements that must be met by an employee to successfully perform the essential functions of this job in an office environment. Must be able to move between various City office and parking locations, lift and carry office materials weighting up to ten pounds; read printed materials and a computer screen; communicate in person and over the telephone. Must also be able to perform field inspection of parking sign restriction installations, parking meter installation, drive and/or ride in a City vehicle to investigate or inspect sidewalk snow clearing operations during snowstorm events.
