We are currently accepting applications for a new Park Planning and Development Manager in our Parks, Recreation and Community Services Department. The ideal candidate will have at least four (4) years of related work experience in a full range of construction project management, to include at least one (1) year of supervisory experience.
There is one full-time position that will be filled by this recruitment process. This is a benefited, non-represented position that is exempt from overtime.

SALARY:
$10,376.00- 12,634.00 per month, depending on experience (2024 salary range not reflective of any cost-of-living adjustment approved for 2025)

SUCCESSFUL INCUMBENTS FOR THIS POSITION WILL:
HAVE THE KNOWLEDGE OF:
- Planning principles, practices, regulations and techniques related to parks projects and development, and reparation of long- and short-range park, recreation and open space plans
- Applicable laws, rules, regulations, and ordinances such as the Growth Management Act, SEPA, Public Meetings Act, and zoning codes
- Modern construction methods and materials
- City organization, operations, policies, procedures and objectives including Council and Parks Committee meetings, permitting, resolutions and ordinances
BE SKILLED IN:
- Application of principles and practices of Parks and Recreation administration, project management and grant writing and administration
- Effective communication, oral and written as it pertains to the job.
- Preparing a variety of comprehensive and effective correspondence, reports, and other written materials
HAVE THE ABILITY TO:
- Plan, organize, and manage the activities and operations of Parks Planning and Development Division and Capital Improvement Program
- Plan special projects for the development and improvement of parks
- Evaluate existing facilities, define deficiencies, and design or contract for the design of new facilities
- Negotiate and administer contracts
- Prepare plans specifications and estimates
- Work harmoniously with professional associates, contractors, inspectors, civic groups, the general public, and municipal, state and federal government agencies
- Develop, monitor and control budgets as assigned
- Meet schedules and timelines
- Select, hire, train, supervise, evaluate and discipline personnel
- Obtain and administer grant funds
- Read, analyze, and interpret general business periodicals, professional journals, technical procedures, financial reports, legal documents, or governmental regulations
- Effectively present information and respond to questions from top management, groups of managers, employees, and the general public and public groups, and/or City Council
- Respond to common inquiries or complaints from employees, the public, regulatory agencies, or members of the business community
- Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals; compute rate, ratio, and percent and to draw and interpret bar graphs; calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
- Apply concepts such as fractions, percentages, ratios, and proportions to practical situations
- Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
- Interpret a variety of instructions furnished in written, oral, diagram, or schedule form
SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:
Education: Bachelor’s degree in Parks Administration, Urban or Regional Planning, Landscape Architecture, or related field; and
Experience: Four (4) years’ experience in park planning with a full range of construction project management with grant preparation experience including at least one (1) year of staff supervisory experience.
LICENSES AND OTHER INFORMATION:
- Landscape Architect’s License valued
- Washington State Driver's License; must be able to successfully pass the City's pre-employment driver's records check
- CPR Certification
- Completion of position relevant background check
MACHINES, TOOLS AND EQUIPMENT USED:
Typical business office machinery and equipment, including, but not limited to, personal computer, fax/copy machine, and projector.
May be required to operate a City vehicle to travel to Parks and construction sites as needed.

WORKING CONDITIONS:
Work is performed in an office environment; subject to driving to a variety of parks and construction sites to inspect observe and evaluate programs and projects. May be exposed to individuals who are irate or hostile. Noise level in the work environment is usually moderate in the office to loud at sites.
