About the Job
As a WIOA Out of School Youth Specialist, you will be responsible for providing comprehensive support and guidance to young individuals who face significant barriers to education, employment, and career advancement, are not currently enrolled in school and are seeking educational and career opportunities. Your primary objective will be to assist these youth in accessing resources and programs that align with the Workforce Innovation and Opportunity Act (WIOA) guidelines, enabling them to achieve personal and professional success. The Specialist determines eligibility, completes an objective assessment, interprets assessment results, jointly develops Career Pathway Plans, offers training opportunities, and provides work-based learning experiences with a specific emphasis on preparing youth or young adults to be job ready. This position reports to the Out of School Manager. This position requires working with other Managers, School Administrators and Case Managers from various departments in addition to the assigned high schools, Pro Resources and NIWB to ensure the needs of the departments and clients/students are being met.

Job Duties
- This position reports to the OSY Manager and Director of Youth Services who reviews performance annually.
- Conduct outreach and identify eligible out-of-school youth within the community.
- Administer or proctor appropriate needs assessments with youth to identify basic literacy and numeracy skills, occupational skills, prior work experience, interests, aptitudes, supportive service needs and developmental needs.
- Assess the needs and barriers faced by each individual and develop personalized service plans to address their unique circumstances.
- Provide career counseling and guidance, helping youth explore career pathways, set goals, and create action plans to achieve their aspirations.
- Assist in connecting youth to educational and vocational training programs that match their interests and skills, as well as align with local labor market demands.
- Coordinate and collaborate with local educational institutions, training providers, and employers to establish partnerships that enhance program effectiveness including providing those institutions with training vouchers and associated forms.
- Facilitate workshops and training sessions on job readiness skills, interview techniques, resume writing, and other relevant topics to prepare youth for the workforce.
- Maintain monthly customer contact by support youth in acquiring essential life skills, such as financial literacy, time management, and problem-solving, to enhance their overall employability.
- Monitor the progress of each participant, document achievements, and maintain accurate records to comply with program reporting requirements.
- Ensure youth or young adult is aware of the 14 elements.
- Track and report program outcomes, success stories, and areas for improvement to program supervisors and stakeholders in a timely manner.
- Stay up-to-date with labor market trends, educational opportunities, and community resources to ensure the provision of current and relevant information to participants.
- Build a strong rapport with youth and serve as a mentor and advocate, offering encouragement and support to help them overcome obstacles and stay motivated.
- Conduct follow-up sessions with participants quarterly post exit and after program completion to evaluate the long-term impact and provide additional assistance if needed.
- Adhere to all WIOA regulations and guidelines while ensuring a high standard of ethical conduct and confidentiality within all Federal, State and Workone Center rules and regulations.
- Providing individualized career counseling and guidance to participants, helping them explore career options, set career goals, and develop action plans to achieve those goals.
- Delivering job readiness workshops and training sessions to equip participants with essential skills for employment success. Topics may include resume writing, interview skills, workplace professionalism, communication skills, and time management.
- Cultural Competence: Sensitivity and understanding of diverse backgrounds, cultures, and individual needs. Ability to work effectively with participants from different socioeconomic, ethnic, and cultural backgrounds.
- Problem-Solving and Adaptability: Ability to assess complex situations, identify barriers to employment, and develop creative solutions. Flexibility and adaptability to adjust strategies based on participant needs and changing program requirements.
- Collaboration and Teamwork: Strong teamwork and collaboration skills to work effectively with colleagues, program partners, and other stakeholders. Willingness to contribute ideas, share knowledge, and support program improvement efforts.

Background Profile
- Bachelor’s degree in social service, counseling, business, education, or a related discipline is preferred.
- Ability to work with minimal supervision.
- Experience working with out-of-school youth or similar vulnerable populations is preferred.
- Knowledge of the Workforce Innovation and Opportunity Act (WIOA) and familiarity with local workforce development programs is an advantage.
- Excellent communication, counseling, and motivational skills to engage effectively with youth from diverse backgrounds.
- Ability to build and maintain relationships with educational institutions, community organizations, employers, and other stakeholders.
- Strong organizational skills to manage multiple cases and maintain accurate documentation.
- Proficiency in computer applications and data management software for reporting and record-keeping purposes.
- A genuine passion for helping young individuals succeed and a commitment to fostering a positive and inclusive environment for program participants.
