Job description:
This candidate will be part of a cross-functional development team made up of a Project Manager, a Scrum Master, a Business Analyst, a Functional SME, Web Developers, Data Conversion Developers, Software Testers, a Technical Writer and a Trainer. The development team will work closely with the Michigan business and technical teams, as well as with Michigan's external partners, all of whom are actively involved in supporting the programs and will be impacted by the changes resulting from this project. The candidate must be able to communicate effectively, verbally and in writing, with programmers, analysts, immediate supervisor, management, system users, operations, other State agencies and the private sector. The candidate must have 5+ years of experience leading OCM on a technical development project.
Job Requirements:
Minimum of 5 years' experience successfully developing and executing organizational change management strategy and plans on a project(s) of similar scope and size as described in this RFP
Experience leading effort to help stakeholders achieve understanding of, and ability to apply, organizational change management methodologies and best practices to achieve sustained adoption of new roles, processes and technology, particularly for large-scale initiatives.
Demonstrated ability to apply organizational change management methodologies and best practices within an agile, human centered technical delivery model.
Demonstrated experience developing and implementing methods to measure individual adoption of change.
Excellent communication and organization skills required:
Develops and executes an OCM Plan in alignment with the State's Agile project management approach
Helps stakeholders achieve desired levels of awareness, desire, knowledge, and ability before the next release, iteration, or sprint
Applies OCM methodologies and best practices to achieve sustained adoption of new roles, processes and technology
Develops and implements methods to measure individual adoption of change
Facilitates meetings with the support from State OCM staff to assess stakeholder and user engagement, and identify any risks or issues related to the planned approach
OCM Lead Responsibilities:
Contractor OCM Lead must facilitate weekly meetings with the support from State OCM lead and OCM Analyst assess stakeholder and user engagement, and identify any risks or issues related to the planned approach.
Contractor OCM Lead must be willing and able to schedule meetings with State OCM team upon request.
OCM meetings should support and align with a flexible agile project management approach that places an emphasis on stakeholders reaching the necessary levels of awareness, desire, knowledge, and ability before transitioning to the next release/iteration/sprint, as organizational outcomes are the result of individual change.
The Contractor OCM Lead will monitor user engagement progress and report on a weekly basis to the State's OCM Lead the following:
" Progress to complete milestones, comparing forecasted completion dates to planned and actual completion dates
" Accomplishments during the reporting period, what was worked on and what was completed during the current reporting period
" Identify any existing issues which are impacting the project and the steps being taken to address those issues
" Identify any new risks and describe progress in mitigating high impact/high probability risks previously identified
Contractor must develop and deliver an organizational change management strategy and plan that includes the following:

Stakeholder (Internal and External) Engagement and Support
Solution and Stakeholder Alignment
Business Readiness
