The candidate must be (60%) Technical and (40%) Functional and possess the following skill-sets:
- Well-versed with Procure-to-Pay modules and General Ledger (including SLA) - SLA is a new functionality introduced in EBS R12. SLA is a powerful and flexible rules-based accounting engine, with a centralized data model and repository that generates accounting entries based on source transactions for all Oracle Applications transactions.
- An understanding on how Oracle Grants/Projects works and its integration with other Oracle modules like Purchasing, Payables, OTL
- Basics of Oracle HRMS, Oracle Time and Labor
- Technically strong in R12.2.x architecture and tech-stack
- Prior experience on developing Oracle integrations for Workday Projects is desired

Assisting the Existing Oracle Senior Financial Specialist and the Two Supporting Technical State Employees in supporting FMS for the Department. Currently NA0+ employees utilizing OTL. The proposed Scope of Work describes the tasks to be performed by the consultant on the Oracle R12 Financial Management System for the RIDOT in making improvements to the current R12 application. The Scope is based on performance improvements to concurrent programs/functions and adding additional program functionality. All solutions impacting the business offices will need approval by the Chief Financial Officer and the Agency IT Manager prior to implementing the change.
All our modules have a great deal of customizations. From a reporting stand point, HR and OTL have the most custom reports. Whereas Grants, OTL and AP have the most customizations impacting functionality.
Candidates need to keep in mind this is for Public Sector and having a strong Technical background in the Core Modules of Oracle Financials is required.
Oracle Financial Specialist Senior Position Role:
The consultant is responsible for
- supporting the business activities through active work on client engagements, understand our business model, business processes, suggest improvements and map the requirements for the Oracle EBS environment
- support and assist the internal IT team with support issues and key development areas
- prepare project plans, estimates and milestones, task plans, test plans and defect tracking mechanisms to deliver and manage projects, customizations & enhancements
- hands-on experience in Oracle EBS R12.2.X implementations, upgrades and support
- possess sound knowledge of multiple Oracle EBS modules like HRMS, Time and Labor, Inventory, Purchasing, Payables, Grants, Subledger Accounting, and General Ledger
- ability to design, develop and deliver high level custom solutions using SQL, PL-SQL, RICE Objects [Interfaces, Conversions, Integrations and Extracts], Oracle Application Object Library, Oracle Forms 10g, Reports [Oracle Reports 10g, Discoverer Reports 11g, XML and BI Publisher Reports, OBIEE Reports and Analytics], Workflows, Oracle Application Framework, Java, XML, Scripting [UNIX Shell, SAMBA Client, JavaScript], Oracle Database 12c, and Oracle tools [JDeveloper, SQL Developer]
- perform gap fixes and performance tuning, support new implementations and upgrades, develop and deliver customizations and extensions
- perform unit testing and coordinate with users for integration and system testing
- manage and coordinate issue resolutions and escalations
- coordinate with Oracle on Product bugs, patches and Service Request resolutions
- work with the DBAs
- weekly report on deliverables status and presentations with management
- Work with the WorkDay integration team for Data Mapping and Integrations from Oracle ERP over to the State's Workday System going live October of 2025
- Developing Bridge Integrations from FMS Oracle ERP to the State's Workday ERP.
- Develop New Oracle FMS Reports and Update existing Oracle FMS Reports with the Bridge Integrations from Oracle FMS to Workday ERP
Implement and roll-out Projects
RIDOT FMS has multiple projects in the pipeline to add values to their current business or process, lower their cost base, perform effective risk management, and automate third-party integrations etc.
The consultant's role will be to
- examine and analyze the benefits, risks of up taking the project for the organization
- discuss with key stakeholders and assist them in decision making
- define project plans, estimates and milestones
- implement effective risk management strategies
- discuss with users to gather requirements and inputs
- analyze the requirements in detail and map the requirements onto Oracle EBS
- design, develop and deliver the projects on-time with quality deliverables
- document test plans and results, deployment plans
- update project repository using industry documentation standards
- review projects and coordinate with the Lead Consultant
- review project status weekly or as needed with the Agency IT Manager
