PURPOSE STATEMENT:
Performs first-line supervisory duties in planning, organizing, coordinating, scheduling and directing activities and personnel involved with propane supply and distribution, and tank, materials, and facilities management requirements for Hawaii Island. Responsible for meeting designated company-defined compliance requirements and Federal/State/County regulations impacting Hawaii Island, as well as administrative oversight of a majority of O&M costs and capital projects.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
- Reviews work requirements and where necessary collaborates with the Operations Manager to plan and prioritize work assignments and projects to fulfill daily operational and support requirements. Uses computer to organize and perform analytical work. Prepares cost estimates as required.
- Supervises and coordinates the functions and workers engaged in, or personally performs, the following activities:
- LPG shipments to include the coordination/scheduling and the receipt of LPG through Barge or Foreign ships. Controls LPG product inventories. Ensures compliance with Coast Guard regulations and company procedures regarding barge and pier operations.
- Schedules transport deliveries.
- Warehousing activities including the control and management of material inventories such as tanks, cylinders, meters, pipe fittings, etc.
- Ensures compliance with USCG and Homeland Security regulations and the Facility Security Plan.
- Carries out the requirements of TWIC in coordination with appropriate personnel.
- Plans and conducts security training, exercises, and drills. Develops and enforces standards regarding facility access and other security related matters.
- Responds to security breaches.
- Performs and coordinates annual security audits.
- Manages security vendors such as for alarm and monitoring, armed guards, etc.
- Performs or is responsible for the following:
- The proper training and certification of Person-in-Charge.
- The overall coordination in the development and maintenance of standards in compliance with ISO 9001 requirements.
- Facility maintenance to include Hilo and Kau facilities, holder sites and regulator stations.
- Securing timely required permits such as Fire Marshall permit, plumbing, road, country, state, etc.
- Effectuating appropriate measures for the security and maintenance of all company assets and property for this activity. Collaborates with the Operations Manager as required.
- Fleet requirements, for vehicles under his responsibility area, such as D.O.T. trucking compliance including annual visual and leakage testing for tankers and 5 years tanker hydro-testing. Handles fleet maintenance and repair activities to include coordination with appropriate outside vendors.
- The administrative requirements for areas of responsibility to include preparation of various operating reports and government reports, staffing, etc.
- Works with the Operations Manager and is responsible for controlling designated O&M costs, capital projects, and vehicle expenditure requests (VER). Assists in other activities as required, e.g. responding to customer and governmental agencies.
- Interacts with customers, contractors, and governmental agencies. Investigates and resolves customer issues or problems. Establishes and maintains effective liaison with General Contractors, County Building, and Plumbing representatives etc. Participates in contractor organization.
- Exemplifies the Company’s Desired Leadership Style. Responsible for the job performance and conduct of assigned personnel ensuring efficient and effective response, quality work, safe operation of repaired/serviced appliance/equipment/system. Schedules or coordinates employee training and development activities. Recommends personnel actions such as for hiring, promotion, discipline, awards, etc. Performs Step 1 of the grievance procedure in the Collective Bargaining Agreement. Approves timesheet, requests for paid and unpaid absences.
- Performs as the back-up Branch Safety Leader.
- Keeps abreast of federal, state, and local regulations and industry standards pertaining to activity. Participates in trade activity.
OTHER FUNCTIONS/RESPONSIBILITIES:
- Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
- Complies with all applicable Hawaii Gas policies and procedures.
- Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
- Performs all other related duties as instructed by supervisor/manager.
REQUIRED EDUCATION AND/OR WORK EXPERIENCE:
- Technical school degree in industry related field. In-field experience in the job duties described may be considered as equivalent substitute for educational requirements.
- 5+ years of successful industry experience in the work described.
- Demonstrated good supervisory and business skills including strong working knowledge of operational assets and general business philosophies and practices.
- Demonstrated technical competence and innovative skills to handle regulatory requirement and to evaluate and resolve complex operational problems intrinsic in this activity.
- Working experience in a Union environment.
- Good working knowledge of applicable Federal, State, and County regulations and Company policies and procedures impacting this activity.
PREFERRED EDUCATION AND/OR WORK EXPERIENCE:
- Bachelor’s degree in a technical discipline.
- 7+ years of successful industry experience in the work described.
- Good working knowledge of NFPA 54, 58 & 59, CDL and FMCSA regulations.
- Good working knowledge of CFR 49 Part 191,192, gas sections of county plumbing code, OSHA and Company emergency response procedures.
- In-depth knowledge of pertinent sections of 33 CFR Parts 105 & 127 the Distribution O&M Manual and with county permitting process and requirements.
- Familiar with the National Electric Code and PUC rules and tariffs.
- Proficient in customer service software such as ORCOM, MS Office suite of tools, especially Word, Excel and PowerPoint, and MS Project.
REQUIRED LICENSURE, CERTIFICATION, REGISTRATION OR DESIGNATION:
- Possesses current Hawaii Driver’s license.
- Must obtain and maintain certifications for access to controlled facilities and to handle sensitive information (SSI) regarding DHS matters.
PREFERRED LICENSURE, CERTIFICATION, REGISTRATION OR DESIGNATION:
- Possesses a current Hawaii Driver’s CDL, type B license with H endorsement.
- Possesses a clean traffic abstract.
