Job SummaryOperations Strategy & Capital (OS&C) is seeking a Project Manager. The candidate will oversee and manage the lifecycle (from inception to completion) and operational aspects of projects, and liaises between project management and planning, project team, and cross functional management. The candidate will provide the support for establishing and maintaining the project Integrated Master Schedule (IMS) - must determine priorities, ensure risk mitigation activities are successfully managed, and establish and execute project milestones, review status of projects and budgets, manage schedules and prepare status reports and analysis such as critical path and variance analysis. The candidate will assess project issues and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives. The candidate will regularly interact and interface with customers.
The candidate will deliver presentations to executive leadership, confidently lead across complex cross-functional teams, foster a culture of accountability and execution excellence, and role model RTX values and leadership behaviors. The candidate sets strategy, vision and tactical direction and meets project commitments and company expectations. This role is responsible for downward communication of top-level project goals, objectives and decisions, and upward communication of program performance to senior management.
What You Will Do:- Ensures on-time execution of project through empowerment, communication, setting expectations, developing Integrated Project Team (IPT) leads and set-up of Work Breakdown Structure (WBS).
- Provides leadership to cross-functional IPTs consisting of Operations, Engineering, Procurement, Finance, Facilities, Security, and Program Leadership, ensuring successful execution of all commitments.
- Coordinates meetings, reporting cadence and demonstrates leadership ensuring stakeholders engagement to complete their assigned tasks.
- Establishes and maintains key project metrics, defines milestones, critical path and monitors adherence to project budget and schedule.
- Cost Account Manager (CAM) for Project Management IPT and other IPTs, as needed.
- Monitors and controls budget; Estimate at Complete (EAC) development, analysis, presentation and compliance to Capital financial reporting requirements.
- Leads Risk & Opportunity Management Board and develops mitigation plans.
- Leads root cause analyses into cost/schedule performance anomalies.
- Leads the collaboration necessary across functional groups, Raytheon Business Units and subcontractors to ensure project success. Ensures that functional resources, tools, and processes are utilized in a consistent way.
- Establishes and maintains strong and purposeful relationship with customer, subcontractors and cross-functional teams.
- Expect up to 10% travel domestically.
- Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience
- Active and transferable U.S. government issued security clearance is required prior to start date.
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Control Account or Budget Management Experience.
- Experience with business and project management tools and procedures.
- Excellent verbal and written communication skills with experience presenting program status, issues, and resolution plans across all major stakeholders including Raytheon senior management, customers, and major subcontractors.
- Demonstrated experience managing and overseeing project management tools such as R/O Management, Cost and Schedule Management and Earned Value Management.
- Demonstrated understanding of the Estimate at Complete (EAC) process or related process experience.
- Experience working in classified spaces or understanding of security guidelines.
- Program Leadership Certification
- Experience leading engineering focused IPTs

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
