Job Summary
Operations Managers (OM) are responsible for the successful operations oversight and management of multiple residential homes and the direct supervision and training of Program Supervisors. The assignment of homes to the Operation Manager may be by territory, location classification, or the Operation Manager's expertise. The position is responsible for driving accountability (coach, mentor, supervisor), operations excellence (quality service delivery, retention, performance management), and communications (internal/external, cross-department, and representative of operations). The Operations Managers are part of the Leadership Team working in collaboration with Human Resources, Behavioral Health, Finance, and Quality.
QUALIFICATIONS:
- Be at least 21 years of age
- Minimum 2 years experience in direct care industry or social services occupations
- Possess a valid driver's license and driving record which allows the candidate to be covered by agency insurance policy
- Possess automobile insurance
- Ability to represent the company to all including stakeholders, suppliers, subcontractors, and the general public in a professional manner
- Exceptional analytical skills, ability to reason and evaluate, exercise good judgment, and ability to effectively solve problems
- Excellent organizational, oral and written communication skills, and ability to work with a wide array of employees
- Must maintain strict confidentiality of information
- Ability to work autonomously, with minimal direction
- Must maintain a respectful relationship with clients and employees of residential facilities
- Knowledge of technology sufficient to be efficient in utilizing company computer. hardware and software, web-based technology, and handheld devices
- Maintain training certifications

Job Duties:
- Supervision and Development: The Operations Managers are responsible for performance management - coaching, delegation, oversight, and management of operations & supervisory positions. The OM is an Accountability Driver. Operations Managers directly supervise Program Supervisors responsible for the locations in their supervision area which includes mentoring, training, advising, and coaching. Operations Managers also work closely with Program Supervisors to develop Program Coordinators and Direct Support Staff competencies. Operation Managers provide a presence in programs and attend staff meetings to provide information to staff, introduce new initiatives, and clarify company goals and mission. Operation Managers identify employees with capabilities for advancement and facilitate that advancement. Operation Managers ensure the safety and well-being of clients in their assigned responsibility. They manage the overall operation of all locations assigned including clients, employees, assets, and goodwill. Operation Managers are consultants to senior management on all operational issues and identify and advocate best practices. Operations Managers are also part of the internal Interdisciplinary Team (IDT) and a member of the Leadership Team.
- Program Development & Client Retention: The Operations Managers are responsible for maximizing census through bed fill & vacancy coordination/management.The Operations Managers are responsible for promoting and overseeing the effective management of programs to retain clients through constant evaluation of supportive services and compatibility of program settings and supports. Operations Managers are responsible for leading and mentoring program development, organizing and serving to direct and guide activities and action items specific to new program development and growth. Operations Managers are responsible for maintaining close collaboration with IDT, Admissions, and Behavioral Health to support and drive development initiatives and start-up planning objectives
- Participant support plan development, monitoring and assessment: Operations Managers direct/manage that behavioral plans and Individual Service Plans are followed, clients receive proper care, and their progress continues to advance. Operation Managers work with Program Supervisors to develop, modify, and track the effectiveness of ISPs and ultimately serve as the approver of the finalized document. Operations Managers work with Program Supervisors to prepare for and present periodic progress of clients at ISP meetings. Operations Managers review data from residential home visits, Therap Reporting, and monthly reports to assess the progress and direction of clients. Operations Managers maintain a master Individual Service Plan meeting calendar to ensure all clients' plans are in compliance with the review standards.
- Service Management and Quality Assurance: The Operations Managers are responsible for proactive identification of issues driving proactive solutions and responsiveness; Directs/Seeks out Support Dept inclusion in Operations matters as necessary; Facilitates/Coordinates Cross-Dept communication. Operations Managers maintain knowledge of compliance issues for federal, state, and local regulations. They monitor compliance issues and programmatic compliance. Operations Managers consult with the Quality Assurance department to monitor compliance issues and ensure compliance and they support and monitor the Program Supervisors in the activities of The Council of Quality and Leadership (CQL). They lead the safety effort for all homes under their jurisdiction. Operations Managers maintain knowledge of OSHA regulations and models and promotes the safety of all residents and employees.
- Training and Human Resources: Operations Managers are Certified Instructors for designated required training. They evaluate, monitor, and determine training effectiveness with input from all departments. Operations Managers monitor staffing levels in conjunction with the Human Resources Manager and maintain optimum staffing levels. They conduct annual performance reviews with all direct reports and monitor performance on an ongoing basis. Operations Managers oversee that Program Supervisors satisfy Human Resources functions including but not limited to, staff attending required training, performance reviews being conducted, staff being coached and disciplined timely, being a driver of retention initiatives, and company best practices and policies and procedures being followed.
- Communication: Operations Managers serve to communicate and manage communication to be escalated and to flow through Operations leaders (responsible for follow-up on program issues identified and needing confirmation/verification to resolve). Operations Managers are responsible for managing and promoting Provider Relations - model, develop, and maintain provider relations to promote positive relationships and customer service. Operations Managers work with the management team to promote, develop, and maintain effective communication processes. They advocate for continuous communication effectiveness. Operations Managers act as a professional representative of the company to guardians, care teams, family members of clients, physicians, and other professionals on behalf of the clients in their sphere of influence. They act as a professional representative of the company to various government representatives or contractors such as Managed Care Organizations MCOs.
- Organizational Participation: Operations Managers are familiar with the organizational mission, vision, and values. Operations Managers model and promote service delivery and an approach that aligns with the company's service philosophy.
- Documentation: Operations Managers are aware of the requirements for documentation in their organization and are able to manage these requirements efficiently.
- On-Call Rotation: Operations Managers are responsible for serving in the weekend on-call rotation and serving to provide coverage and backup to Program Supervisor coverage needs, if applicable.
- Professionalism: Operations Managers pursue the knowledge and information necessary to perform job duties. They follow ethical practices and maintain confidentiality. Operations Managers build professional relationships with supervisors and employees.
