SUMMARY
The primary purpose of the Operations and Maintenance (O&M) Manger is for planning, organizing, directing, delegating, and managing outsourced and in-house facilities maintenance and operations activities, personnel, and assigned budgetary responsibilities for the Exterior Building Services (EBS) work unit. Services are provided at all MD Anderson locations including Houston area locations (HALs) and the Smithville and Bastrop Science Parks. The O&M Manager provides technical and program management support. The person in this position is expected to exercise independent judgment, initiative, and the ability to make decisions relative to the support needs of the Facilities Management property teams. This position impacts the institution's civil engineering systems and site infrastructure related to RAF Site Operations area of responsibility and is the manager of emergency response services for RAF Site Operations.
JOB SPECIFIC COMPETENCIES
Facilities Management and Operations Provides operational oversight for product lines from inception to completion for the Exterior Building Services work unit. Serves as the primary contact to property manager staffs for maintenance and repair operations and minor construction of site infrastructure and building envelope systems. Develops, monitors, and tracks performance related to production efficiency, effectiveness of effort, scheduling, resource allocation, and operational impact on downstream clients. Implements institutional and departmental objectives, policies, and procedures. Develops directorate level objectives, policies, and procedures. Provides leadership to ensure standardized CMMS data capture, BIM Interface, and work control processes are developed and managed. Confirms that customer requests, work requests, building notifications, building coordination, issue resolution, and emergency events are being managed in a professional and timely manner. Creates and updates five-year plans for the capital asset and equipment replacement programs. Manages staff performance and development. Performs other departmental duties to support business operations. Coordinates and addresses campus issues with other managers and supervisors.
Technical and Program Management Conducts facilities condition reviews and assessments of site infrastructure and building envelope systems to support the Facility Replacement and Maintenance (FRM) and CRR (Capital Renewal and Replacement) projects in the Facility Renewal Program (FRP). Uses these assessments to develop FRM/CRR projects and zero-based maintenance budgets requests for RAF Site Operations. Performs forensic investigations to verify observed distress on building systems including windows, curtain walls, cladding, roofing, and site infrastructure. Uses findings to allocate and redirect current year funding and to develop future scopes of work and budgets. Also uses findings to generate cost estimates and scopes of work for the creation of FAR (Facilities Asset Request) driven projects. Verifies conformity to specifications and approved shop drawings during quality control inspections on non-FRM projects. Recommends modifications to design details. Researches and identifies new construction, repair, and maintenance techniques and methods for project and maintenance activities.
Facilities Support and Disaster Preparedness Readiness Serves as the emergency response manager for Site Operations and manages the personnel and resources during preparation and operations focused on client needs. Serves as the onsite leader for ride-out activities, recovery activities, and emergency response training exercises. Represents Site Operations in all business continuity and disaster preparedness functions and ensures all personnel are trained and all exercises are conducted to prepare Site Operations for emergent operations.
Financial and Contract Management Creates and manages annual budgets based on historical data, inflation projections, contractual obligations, and recently procured cost proposals from preferred vendors. Has purchase order approval authority. Produces and processes financial documents such as electric purchase requests (ePRs), purchase orders (POs), invoices, vouchers, and cost proposals. Coordinates with vendors and AP (account payable) personnel to process invoices and vouchers in a timely manner which meets the monthly budget forecasts. Reviews monthly reconciliation statements to ensure financial goals are met. Adjusts monthly budget forecasts as necessary to meet the approved annual budget. Requests budget variances for unforeseen expenses. Annually maintains operating budget within the acceptable +/- 2% variance. Generates and updates contracts according to the regulatory requirements, economic needs, and changing scopes of the institution.

Required: Bachelor's degree in engineering, construction management, business, healthcare administration or related field. Five years experience in the operations and management of a physical plant in a health care, manufacturing or university setting to include three years of supervisory experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.
Preferred: Master's Level Degree. Building Enclosure Commissioning Certification (BECxP) from the University of Wisconsin Madison or Building Envelope Risk Manager (BERM) certification from the North American Building Compliance Testing Association (NABCTA) within the first year of employment. Engineering or architectural license or certification. Ten years of project management, construction management, or O&M supervisor experience at major industrial, academic, health care, and/or research facilities.
