The Childcare and Parent Services (CAPS) program is administered by the Georgia Department of Early Care and Learning (DECAL) Job Description: - The CAPS Operations Analyst will report to the CAPS Senior Technical Solutions Manager.
- Under limited supervision, this position will participate in all release phases encompassing issue resolution and enhancement implementation for the Georgia Childcare Administrative and Payments system, known as GACAPS.
- This position is responsible for capturing, analyzing, and documenting the business needs and how they will be implemented in the designated system(s).
- This position supports the user community by documenting business and process flows, creating system training material and documents, and supporting users needing assistance with system functionality.
- This position may act as a team or project lead and contributes to building a strong relationship between the business and technology.
- This position involves supporting end users by creating and maintaining business and system process flows, developing training materials, and providing process and functional support.
Job Responsibilities: - Serves as a lead or subject matter expert in the planning, development, testing, deployment and evaluation phases of the SDLC for GACAPS.
- Maintains a comprehensive understanding of GACAPS functionality and its role in achieving business objectives.
- Responsible for eliciting, documenting and maintaining functional and non-functional requirements as enhancement user stories.
- Participates in business requirement gathering and refinement sessions alongside business subject matter experts, partner programs, and agencies and extremal vendors.
- Reviews and provides feedback on technical requirements created by the vendors, programs, or agencies.
- Assists in the development and execution of user acceptance test scripts.
- Perform the review and analysis of issues or bugs and present recommendations for resolution based on analysis.
- Coordinates with Agile Solution Manager to communicate issues and resolutions.
- Creates and maintains business and systematic process flows.
- Collaborate with CAPS Business Solution Owner to create clear communication to end users on all process or procedural changes.
- Coordinates with vendors and technical staff to ensure the functionality of automated systems is consistent with, and in adherence to, program policies, laws, regulations, and best practice standards by users.
- Assists with the development of change management plans for transition to new or upgraded systems.
- Provides business user support and oversight statewide in the use of all data systems for the program.
- Serves as liaison between business users and technical staff in the implementation and development of business process automation.
Agency Preferred Qualifications: Bachelor's degree in a related field from an accredited college or university and the following: - Four or more years of experience with technology development projects acting as a liaison between business users and technical staff.
- Two or more years of experience automating and documenting business processes.
- Two or more years of experience creating user stories based on collected requirements and well-defined acceptance criteria on a software project management platform such as JIRA, DevOps, Microsoft Project, or TFS.
- Experience with technology development projects.
- Certified Business Analyst Professional (CBAP), Certification of Capability in Business Analysis (CCBA), Project Management Institute – Business Analyst (PMI-PBA), or similar certification
Technical Competencies: - Advanced skills in Microsoft Word, Excel (e.g., VLOOKUP's and pivot tables), and PowerPoint
- Intermediate skills in SharePoint and information databases.
- Excellent oral, written, analytical, presentation and interpersonal communication skills.
- Ability to communicate complex information in a clear and concise manner.
- Ability to organize and evaluate data to drive decision making.
- Ability to evaluate program and process effectiveness.
- Understanding of how data systems interact and ability to troubleshoot data discrepancies.
- Strong knowledge/experience of program development and implementation.
- Ability to gather business user needs and translate those needs to technical staff that are responsible for the coding and development of data systems.
- Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
- Knowledge of the needs and processes necessary to automate processes.
- Ability to understand business user needs and translate those needs to technical staff that are responsible for the coding and development of technical systems.

Physical Position Requirements: - Work is typically performed in an office environment with intermittent sitting, standing, or walking in various settings.

- Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.
