Place of Performance: USFFC Headquarters, Naval Support Activity, Building NH-95, Norfolk, Virginia
Qualifications:
- Five (5) years relevant experience within the last ten (10) years serving on a CCDR, NFC, NCC, Joint, senior flag, or Service staff (preferred).
- Knowledge and experience with Joint and/or Navy planning processes.
- Knowledge and experience with Defense Readiness Reporting System (DRRS) and the Service version DRRS-N.
- Knowledge and experience with Joint and Service Lessons Learned system and database integration.
- Processes, procedures and requirements of the Joint Training, Exercise, and Evaluation Program (JTEEP) including non-headquarters joint exercise special funding.
- Knowledge and experience with the Joint Training Information Management System (JTIMS)/Joint Training Tool (JTT) and its support to joint exercise planning.
- Knowledge and experience with the Joint Operation Planning Execution System (JOPES).
- Knowledge and experience with Time-Phased Force Deployment Data (TPFDD) usage.
- Knowledge and experience with NORTHCOM/NAVNORTH Corrective Action Program.
- Knowledge of and familiarity with proper employment of Navy Service capabilities at the operational level of war.
- Knowledge and familiarity with Navy and Joint command and control policy and relationships.
- Knowledge and familiarity with operational level of war battle staff organization and processes; specifically, the Maritime Operations Center (MOC) and / or Joint Operations Center (JOC).
- Three (3) years’ experience in the last five (5) years serving in a J5, N5 operational or exercise planning position on CCDR, NFC, NCC or Joint Force Commander staff.
Role Requirements:
- Exercise Planning Support to USFF N357
- Assist in the development, coordination, preparation and execution of Joint and Service exercises
- Participate in exercise planning meetings involving significant USFF, NAVNORTH/JFMCC, NAVSTRAT or CTF-80 training objectives
- Assist in the execution and control of individual exercises; develop, validate, monitor and update exercise data bases; validate and monitor unit or individual exercise participation; and develop lessons learned and after action reports associated with each exercise
- Develop an overall exercise assessment program with a data collection plan unique to each exercise. This plan must capture potential actions which could inform Mission Essential Task (MET) assessment
- Manage the NORTHCOM Corrective Action Program (CAP) in support of NAVNORTH
- Prepare staff briefings for participation in periodic NORTHCOM-hosted Secret Video Tele-Conferences with particular emphasis on maritime lessons learned
- Provide technical expertise in joint exercise planning and produce staff products in support
- Produce, manage and coordinate the development of Flag Officer level staff briefing books, correspondence and presentations; and prepare staff inputs, briefs, papers and/or other documentation as required
- Provide trip reports to USFF N357 and the COR in accordance with standard trip report format
- Assist in Joint Exercise Special Funds Administration for seven combatant commands and their Navy service components
Deliverables:
- Annual NAVNORTH and NAVSTRAT Joint Training Plans (JTP). Review/validate current JTPs in light of overarching NORTHCOM and STRATCOM guidance.
- Monthly - Assist in assessment of USFF/NAVNORTH/NAVSTRAT readiness to execute assigned METs. Individual MET assessments support and inform a subjective determination of overall readiness to support core mission requirements of NORTHCOM and STRATCOM. MET assessment will occur upon completion of exercises VIGILANT SHIELD, ARDENT SENTRY and GLOBAL THUNDER, and when naval forces respond to Maritime Homeland Defense, Defense Support to Civil Authorities or Global Force Management real-world response.
