GENERAL STATEMENT OF DUTIES:
This position reports to the Finance Officer and assists in preparing and analyzing financial records and reports using accounting software for all City funds. Also assists the Deputy Finance Officer in reviewing and processing financial records, reports, and other related work as required. This position would provide guidance and assistance to City Utility Clerks when needed. This position has daily contact with City department heads and various organizations as it relates to providing financial management of the organization.
ESSENTIAL DUTIES:
Oversees all office functions in the Finance Office.
Assists in preparation of monthly and year-end payroll reporting
Maintains employee insurance files for worker’s comp, health, dental, and life.
Assists in on-boarding new employees with our benefits package and benefit administration.
Directs and maintains controls over the City’s utilities and financial systems for accounts payable, accounts receivable, cash receipting, payroll, and budgeting.
Prepares and reports monthly Sales Tax records.
Maintains City utility records
Calculate yearly write-offs for Utility and Ambulance receivables.
Provides training of utility clerks.
Assists in preparing payroll, cash disbursements, and cash receipting as needed.
Preforms the duties of the Deputy Finance Officer in their absence.
Attends City Council Meetings as needed.
Assists with compiling financial information for the preparation of the annual City budget.
Assists as needed in all aspects of Finance Office work, including utility customers.
Oversees ordering of office supplies and forms and repair of finance office equipment.
Perform other duties as assigned.
EDUCATION AND EXPERIENCE:
Minimum of associate’s degree in accounting, business administration, office management or related field. A minimum of three (3) years’ experience in office management is preferred or equivalent combination of education and experience.

Skill in the operation of computers and office software, copiers, calculators, and other office equipment.
Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
Knowledge of Microsoft Office software to include Word, PowerPoint, and Access with an emphasis on Excel.
Working knowledge of the principals of financial accounting and reporting.
Ability to communicate both orally and in writing to work with varying knowledge levels of the users.
Ability to organize, plan, and prioritize work without close supervision.
Ability to perform complex accounting and computer functions.
SPECIAL REQUIREMENTS/QUALIFICATIONS
To perform this job successfully, an individual should have knowledge of accounting software.
EQUIPMENT USED
General office equipment such as copiers, fax machines, printers, computers, and phone systems.
WORKING CONDITIONS
While performing the duties of this job, the employee primarily works indoors. The noise level in the work environment is usually quiet to moderate on occasion.
