Job Description
The Navy Integrated Training Environment (NITE) Network Communications Technician is responsible for administration, maintenance, and cybersecurity defense of all Navy Enterprise Tactical Training Network (NETTN) client and server infrastructure used to support enterprise-wide modeling and simulation applications and services for the NITE. The candidate will work in close coordination with other team members and departments to update, monitor and maintain client workstations. The TBMCS / JADOCS Administrator, Sr., works onsite at Naval Base Point Loma supporting Tactical Training Group Pacific (TTGP), Tactical Training Group Pacific Det-Yokosuka (TTGP-DY), Expeditionary Warfare Training Group Pacific (EWTGP) and Carrier Strike Group 15 (CSG15) in providing Network and Systems Administration directly to training staff and the Navy Continuous Training Environment (NCTE) Programs of Record.
Provides on-site mentoring to Fleet technicians for CSG/ESG/ARG Units. Provide on-site customer support for permanent party and student personnel. Additional duties include performing Microsoft Windows client/server administration, maintenance, and configuring systems in compliance with DoD Security Technical Implementation Guides (STIG). Individual must be able to work independently and work within a team. Additionally, the individual must be able to occasionally work adjusted hours and weekends in support of customer events and exercises. The position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
Essential Job Responsibilities
Maintains smooth operation of local area, world wide and virtual private networks (VPN). Plans, evaluates, and coordinates installation and/or reconfiguration of hardware and software elements of data and/or voice communication network. Maintains technical expertise in all areas of networks and computer hardware and software interconnection and interfacing, such as routers, multiplexers, firewalls, hubs, bridges, gateways, etc. May propose solutions to management to ensure all communications requirements based on future needs and current usage, configuring such solutions to optimize cost savings. Prepares or ensures that appropriate network documentation exists, including operational instructions. Provides regular monitoring and network analysis regarding short- and long-range planning for in-house systems. May coordinate third-party maintenance for network equipment. May design network or portion of network that include selection of hardware and software packages.
- Local system administration support for General System administrator maintenance on NSWC-NCTE TBMCS and JADOCS servers and other applications (CSG15, TTGP, TTGPDY and EWTGP)
- Provide System administration for multiple Virtual VM servers located at three different sites on NSWC-NCTE network (CSG15/TTGP/TTGP-DY/EWTGP)
- Provide System administration for multiple physical SANs and ESXi hosts which includes:
- providing regular hardware component servicing and software application
- Troubleshooting and configuration,
- Life cycle maintenance for mission-critical systems.
- Conduct user-level maintenance on the hosts, networks and workstations focusing on hardware, application software, user displays, and data throughput integrity.
- Creates new databases and maintains integrity of all data including critical databases using government mandated back-up procedures, including off-site storage.
- Meets with the Customer and NSWC-NCTE Operational and Technical Teams to discuss system performance issues to prioritize recommendations to meet customer requirements.
- Installs new software baselines and hardware in accordance with the customer requirements, including operating system patches/upgrades to servers, workstations to comply with CYBERFOR IA security upgrades.
- Installs new hardware in accordance with Program Office and NSWC-NCTE guidelines.
- Replaces physical hardware that has failed from normal operations of servers.
- Communicates directly with NIWC PMW-150 NAOC2 office to obtain product development and Cyber security support as needed
- Provides Systems Administration Support to TTGP for the JASC Course, Maritime Fires Course MFC.
- Provides onsite mentoring for uniform staff aboard naval command vessels for CSG/ESG/ARG commands and insures Sysadmin understanding of C4I systems and how they are utilized during FST-J events.
- Assists CSG/ESG/ARG commands with both TBMCS and JADOCS systems and ensure they are properly configured for FST-GC/J event execution.
- Attends and reports technical issues and concerns at morning and briefings, weekly technical coordination meetings and Provides documentation and definition of issues to the customer leadership verbally and via email, including proposed remediation or improvement plan to resolve performance issues.
- Conducting DRMO of legacy EOL systems that are decommission to include proper destruction of classified media.
Minimum Qualifications
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- Bachelors in Information Technology field, or 6 or more experience with NAVY C4I systems operational and technical integration and system administration.
- 5 years’ experience implementing required system upgrades, configuration changes and security patches while maintaining system functionality.
- Required IT certifications: Windows Operating System; CompTIA Security + CE (or equivalent or higher)
- Experience in Windows system administration.
- Knowledge of managing clients in a virtual operating system environment, creating and managing accounts and interactive troubleshooting with users.
- Ability to recognize and troubleshoot C4I system problems to assure continued execution of war gaming events. Assist in the Administering and troubleshooting of the following Programs of Record (POR) or NSWC-NCTE Systems: TBMCS, JADOCS, DIEE, JWS, VMWARE, HORIZON, ACAS
- Knowledge of managing clients in a virtual operating system environment, creating and managing accounts and interactive troubleshooting with users.
- Military experience and familiarity with Navy Chain-of-Command structures, customs and courtesies.
Preferred Requirements
- Able to work late hours on when required and has flexibility to adjust working hours to accommodate the needs of the customer.
- Ability to read and digest technical information.
- Assist in the administration and troubleshooting on the following Programs of Record (POR) or NSWC-NCTE Systems to include but not limited to: TBMCS, JADOCS, DIEE, JWS, VMWARE, HORIZON, ACAS
- Strong customer focus, including the ability to manage customer needs and multiple work priorities.
- Must possess excellent oral and written communication skills.
- Proficient in the use of desktop or personal computers with associated software (i.e. word processing, graphics, database, spreadsheets, etc.) or other computer products as required by the applicable discipline.
- Travel 25% of the year to garrison locations CONUS and OCONUS in support of distributed events and training courses.
Physical Requirements
- Typical office environment with no unusual hazards, occasional lifting to 25 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Routine travel to remote site facilities may be involved. Any lifting requirements are important, together with eyesight, hearing, touching, feeling, stooping, crawling, etc.
- Able to lift 25 lbs., job is mainly sedentary with work occurring in multiple buildings with walking distance.
