Battelle manages and operates the National Ecological Observatory Network (NEON) program, which is solely funded by the National Science Foundation. A 30+ year project dedicated to understanding how changes in climate, land use and invasive species impact ecology, the observatory’s scientists and engineers are collecting a comprehensive range of ecological data on a continental scale across 20 eco-climatic domains representing US ecosystems. Our teams use cutting-edge technology, including an airborne observation platform that captures images of regional landscapes and vegetation; mobile, relocatable, and fixed data collection sites with automated ground sensors to monitor soil and atmosphere; and trained field crews who observe and sample populations of diverse organisms and collect soil and water data. Once structures are completed, a leading-edge cyberinfrastructure will calibrate, store and publish this information. The Observatory includes more than 500+ personnel and is the first of its kind designed to detect and enable forecasting of ecological change at continental scales.
Job Summary
Provides leadership and acts as the senior advisor with technical oversight of ARO IT infrastructure. Designs and develops IT architecture (integrated process, applications, data, and technology) solutions to business problems in alignment with client needs and security standards. Provides management and technical oversight to both employees and contractors supporting ARO IT infrastructure.
This position is based out of Boulder, CO, but can be remote.
Responsibilities
+ Designs, develops, and implements overall architecture of ARO IT infrastructure.
+ Provides overall thought leadership and translates business needs into technical solutions.
+ Determines hardware and software architecture solutions that meet performance, scalability, confidentiality, integrity, and accessibility needs.
+ Leads efforts in defining requirements, develops requests for proposals, evaluates proposals, selects solutions, and ensures solutions are financially justifiable and business appropriate.
+ Creates, influences, and aligns to service management policies and procedures such as Incident, Change and Problem Management.
+ Provides input to the annual budget preparation and manages the department budget.
+ Establishes staff goals and objectives; provides constructive feedback; prepares and delivers performance reviews; and administers compensation.
+ Assures effective operations and delivery of services through the selection, development, and recognition of staff members.
+ Evaluates outsourcing vs. hiring for labor. Manages contractors and staff augmentation in addition to full time employees.
Key Qualifications
+ >10 years’ experience in Information Technology support roles; or an equivalent combination of education and or experience in a related field.
+ Experience with relevant tools and/or architectural environments.
+ Prior management experience.
+ Experience planning and leading highly complex and advanced technical projects.
+ Knowledge of software development, patterns, vulnerability assessment, and software testing methodologies.
+ Knowledge of cloud environments and how to implement cloud architectures.
+ Experience advocating and driving adoption of industry best practices.
+ Effective verbal and written communication, organization, and time management, planning and delegation skills.
Preferred Qualifications
+ Bachelor’s degree in a relevant field.
+ Experience with NIST Risk Management Framework and controls, e.g. 800-171 and 800-53.
Salary
$112,000-$159,940
This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience, and other relevant factors.
