The Marlin Alliance, Inc. is seeking a Mid-Level Program Support Specialist in San Diego, CA. The candidate will provide high-level support for senior and executive management clients specific to the area of acquisitions. He/she will serve as liaison between executive and other departments within organization, exercise independent judgment in the resolution of administrative issues, and manage multiple projects simultaneously with little or no supervision.
Established in 2002, The Marlin Alliance is seeking to hire highly skilled individuals to support mission critical projects within the Navy. We are looking for motivated individuals to lead and support digital transformation, data science and analytics, and automation projects for variety of Navy clients. Individuals must be able to function in a fast-paced work environment and able to adapt quickly to rapidly changing requirements and technologies. Using your comprehensive knowledge of various technologies, you will design, develop, and implement solutions to support Navy mission owners in their digital transformation journey.
Anticipated travel is minimal (<10%). Salary is commensurate with experience. The candidate must have or be able to obtain a Secret clearance.
Essential duties and responsibilities:
- Familiar with Microsoft products including Teams, Power Automate, Power Platform tools, SharePoint Online, lists and forms.
- Responding to both routine and non-routine internal and external data calls assigned to the Acquisition Management team, including drafting, revising, reviewing, and/or routing inputs to respond to the data calls in the form of point papers, impact statements, spreadsheet updates, and emails.
- Adaptive to change, able to work in a fast-paced environment, provide excellent follow up, pro-active, and very organized.
- Facilitate meetings at different levels including Ech II, assist in the development of CTR Webinars, and work with FlankSpeed specialists.
- Support users in equipment set up (creating a profile, setting up wireless settings, mapping network drives, gaining access to appropriate mailboxes...etc.).
- Supporting users with workstation setups and relocations.
- Escalate necessary tickets and ensure CTR is aware of escalation. Act as point person for escalation issues to appropriate team to resolve.
- Provide NET Support by creating NET MACs for customer and ACTRs that need assistance, assist with NET Buildouts, collaborate with Information Assurance Analyst
- Performing routine acquisition and risk related events and reports in the specified template or format assessing the data for acquisition implications with statutory and regulatory (or policy) requirements and program/project execution risks.
- Analyzing and providing recommendations for potential changes to existing acquisition related policy, guidance, and directives, including assessment of the impact on existing programs and projects
- Coordinating and monitoring of acquisition and program transition issues.
- Developing acquisition documentation to support specified program or project requirements, as requested by the Acquisition Manager.
- Identifying and providing recommendations for developing and tracking acquisition and risk metrics to provide insight into trends within existing and potential programs, projects, and/or acquisition/risk processes, ensuring consistency.
- Perform all other position related duties as assigned or requested.

Minimum Qualifications (Education, Experience, Skills)
- Excellent oral and written communications skills, organizational and workload management, interpersonal and teambuilding skills are required.
- Familiarity with military protocols and ability to effectively interface with senior military and civilian leaders (i.e., Flag Officer and SESs) is required.
- Specific support and knowledge of acquisitions is required.
- Skill in the use of standard MS Teams, MS Office and FlankSpeed is required.
- Ability to develop and prepare comprehensive personnel/business analyses is required.
- Ability to support process analysis and process design/modeling efforts (e.g., organizational process maturity and continuous performance improvement initiatives) is required.
- Bachelor's degree in related field is preferred.
- Minimum of three years of experience in the Government contracting environment is preferred.
- Experience with the Space and Naval Warfare Systems Command (SPAWAR) is preferred.
- Skill in the use of collaborations tools (e.g., wikis, portals, shared files, etc.) is preferred
- An active Secret clearance or the ability to obtain one is required.
- Must reside in the San Diego area or be willing to relocate at own expense (no relocation funds available).
