Mid-Level Management Analyst

Place of Performance - Work assignments will be generated from the Department of Health and Human Services (HHS) Headquarters (H.Q.) in the Greater Washington DC area. Employees will work at the Contractor's facility or other off-site location.

The Assistant Secretary for Public Affairs (ASPA) Freedom of Information Act (FOIA) and Communications Blanket Purchase Agreement (BPA) seeks to enhance ASPA's FOIA and Public Affairs operations by reducing backlog, establishing a centralized FOIA structure, improving governance and compliance, streamlining workflow, providing training, and ensuring effective communication. The project manager will oversee these efforts, coordinating FOIA processing, press inquiries, event planning, and policy rollouts. They will also ensure compliance with FOIA laws and regulations, including FOIA requests, Executive Orders, and Department of Justice (DOJ) guidelines, while maintaining transparency and responsiveness in communications.

Duties:

• Demonstrates a command of the FOIA/PA and uses independent analysis to process requests.
• Assist in the day-to-day operations of the FOIA program, including intake, processing, closing, and filing of FOIA requests.
• Reviewing, analyzing, conducting research, and preparing correspondence in response to Privacy Act and FOIA requests.
• Possesses the ability to communicate effectively (verbally and in writing).
• Requires the ability to perform duties with minimal guidance from senior-level analysts.
• The ability to conduct research, gather relevant information, and analyze data to identify
• problems and propose solutions to senior-level analysts

Required Qualifications:

• Bachelor's Degree Preferred.
• Fact-finding and problem-solving skills, with proven analytical skills
• Minimum 3+ years of experience working with FOIA/PA
• Must be able to obtain a Public Trust security clearance

Clearance:

• Must undergo a background investigation based on their position sensitivity designation, complying with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).
• Must complete the OpDiv non-disclosure agreement.
• Must submit a copy of each signed and witnessed non-disclosure agreement (NDA) to the Contracting Officer (CO) and/or C.O.'s Representative (COR) before commencing any work under this acquisition.
