MI Saves Director of Compliance - Public Sector Consultants

POSITION OVERVIEW
The director of compliance leads Michigan Saves’ compliance efforts and ensures adherence to all federal, state, and local regulations and applicable grant requirements governing our operations. The position will develop and implement strategies to ensure organizational compliance with requirements governing nonprofit organizations, grant subaward agreements under the US Environmental Protection Agency’s Greenhouse Gas Reduction Fund, and Michigan Saves’ internal management policies and controls, including financial transactions and information security procedures. The ideal candidate will have knowledge of, or be able to quickly comprehend and apply, federal requirements, such as federal procurement standards, the Greenhouse Gas Reduction Fund under the Inflation Reduction Act, Davis-Bacon and Related Acts, and the Build America Buy America Act. In addition, the position will support the Michigan Saves investments team overseeing balance sheet lending programs on the development of tools and procedures to comply with applicable loan policies and procedures and financial services laws and regulations. 

MI Saves contracts with Public Sector Consultants (PSC) to provide staffing and management services.  The director of compliance will be an employee of PSC.

ESSENTIAL DUTIES
Compliance Management

• Develops and implements systems to ensure compliance throughout the organization, ensuring all activities align with Michigan Saves' values, policies, and regulatory and grant requirements
• Continuously evaluates and improves compliance processes to adapt to emerging regulations and best practices
• Fosters a culture of compliance and integrity by embedding compliance best practices across all levels of the organization and encouraging open communication about compliance concerns
• Develops, implements, and maintains comprehensive compliance programs to ensure adherence to all relevant federal requirements, including procurement standards, Davis-Bacon and Related Acts, and the Build America Buy America Act
• Monitors changes in laws, regulations, and grant requirements affecting the organization and updates policies and procedures accordingly (including the development of new policies and procedures as needed)
• Participates in forums with funders, peer green banks, and other organizations on compliance and reporting matters related to the Greenhouse Gas Reduction Fund
• Collaborates with IT, finance, legal, and other departments to ensure organization-wide compliance and risk management

Policy Development

• Creates and revises compliance-related policies and procedures, ensuring they align with best practices
• Develops training materials and conducts workshops for staff to promote compliance awareness and understanding
• Manages Michigan Saves’ written information security policies and internal management controls
• Collaborates with and supports the Michigan Saves programs team to operationalize compliance expectations (e.g., guidelines, certification forms, data collection tools) for Michigan Saves borrowers, authorized contractors making energy improvements financed through Michigan Saves, and partnering financial institutions
• Collaborates with and supports the Michigan Saves investment team on the development and implementation of tools and procedures to comply with internal loan policies and procedures and applicable financial services laws and regulations

Risk Assessment

• Conducts regular risk assessments to identify compliance vulnerabilities and implements corrective actions as necessary
• Collaborates with other departments to integrate compliance considerations into strategic planning, program design, and project management

Reporting and Documentation

• Oversees the preparation and submission of all required compliance reports to federal and state agencies and grantmaking institutions
• Maintains accurate and comprehensive documentation of compliance activities and audits
• Utilizes compliance management tools and software to streamline reporting, documentation, and monitoring efforts

Audits and Monitoring

• Conducts and oversees internal compliance investigations and reports findings to senior leadership or regulatory agencies, as required
• Leads internal compliance audits and coordinates with external auditors during compliance reviews
• Responds to audit findings and implements corrective actions to resolve compliance issues

QUALIFICATIONS

• Bachelor’s degree in finance, business, public policy, or a related field or equivalent experience; professional certifications such as certified regulatory compliance manager, certified compliance and ethics professional, or other relevant compliance certifications are preferred, but not required
• Minimum of five years of experience in compliance management, preferably in the nonprofit, governmental, or financial sector
• Strong knowledge of federal regulations related to nonprofit organizations, green financing, and environmental policies is preferred but not required 
• Excellent analytical skills, with the ability to assess complex regulatory requirements and their implications for the organization 
• Excellent interpersonal and communication skills, capable of building relationships with diverse stakeholders 
• Proven ability to work collaboratively in a fast-paced, mission-driven environment and develop and deliver training programs on compliance topics 

WORK ENVIRONMENT
Michigan Saves employees work fully on-site or in a hybrid environment. Work is primarily performed indoors, with extended periods at a computer or on the telephone. The nature of the work involves multitasking, completing repetitive tasks, and having contact with the public and clients.

COMPENSATION

• Salary range of 125,000 to 160,000 commensurate with education and experience
