Summary
This position is located in the Naval Facilities Engineering Command. It is part of a regionalized Command. The position provides engineering and design services to all activities and tenants for a broad range of facilities, served by NAVFAC. This includes a large number of customer activities with varied missions, dispersed over a sizable geographical region with numerous facility types, ranging from administrative and housing facilities to very complex industrial and operational facilities.
Duties
- The incumbent performs design analyses and calculations for mechanical projects and is responsible for the preparation of final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and project specifications for a wide variety of facility types.
- The incumbent develops complex designs and analyses utilizing advanced mechanical engineering software. The incumbent is proficient with the use of the Whole Building Design Guide (WBGD) and current AutoCAD, mechanical software, and Specs in Tact technologies, utilized for the completion of the design drawings and specifications.
- Supports Asset Management for proper scope and budgeting during 1391 project development process.
- The incumbent makes site investigation field trips to project sites, as required, to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with sponsoring activity.
- Conducts various studies, monitors project progress and prepares quarterly reports. Prepares technical reports when appropriate describing problems investigated, procedures followed, results obtained, and conclusions reached. Briefs various levels on findings and provides recommendations for problem resolution.
- For projects designed by A/E contract, the incumbent prepares statements of work, government estimates of fee, develops pre-negotiation position and assists in negotiations. The engineer provides technical guidance to A/E firms regarding criteria application and unique DoD functional requirements.
- Serve as the Contracting Officer’s Representative (COR) or as a Technical Point of Contact (TPOC) assisting the COR, in administration, oversight and performance assessment of contracts.
Conditions of Employment
- Must have a Bachelor’s Degree (or higher) in Mechanical Engineering from an Accredited College or University.
- Must be a U.S Citizen
- This position requires a Secret Clearance.
- Occasional travel may be required- up to 15%.
- Incumbent must file annually a Confidential Statement of Affiliation and Financial Interest, OGE-450
