Responsibilities:
Provide highly specialized professional expertise and performance to support successful Army Reserve Master Planning, as well as initiatives that could include such as Grow the Army (GTA); Base Realignment and Closure (BRAC) and Asset Management program support. Master Planning support includes: analysis and validation of requirements for future real estate acquisitions, transfers, exchanges, disposals, facility revitalizations, and property development/redevelopment through the Army Reserve Military Construction program.
Master planning support services are required to develop more effective planning and management procedures and initiatives to support the effective implementation and sustainment of the engineering base operations functions. Master Planning services are required to analyze, validate, plan, and to provide baseline for management and execution of the Army Reserve real estate and military construction programs thus assuring a consistent program throughout the USAR system.
Specific duties will include: 1) provide necessary source reports, information and documents necessary for completion of these tasks, 2) conduct reviews of Army Reserve real estate actions for master planning and facilities program management pertaining to acquisitions, disposals, exchanges, and conveyances, 3) develop recommendations to inform master planning staff papers and management summaries for ARIMO, executive staff, and Department of the Army staff, and 4) attend meetings with various elements of the Army, Navy, Air Force, and Marine Reserve Components in order to achieve task order objectives (e.g., gather data for reports and provide recommendations to meet mission objectives).
Telework is permitted after approval from the Chief of Master Planning.
Periodic travel for site visits will be required.
Requirements:
- Bachelor's degree related to planning or AICP certified planning certificate.
- Minimum 1 year Master Planning experience. Senior position requires 5 years' experience.
- 1 year Project Management experience; Senior position requires 3 years' experience.
- Exceptional attention to detail and accuracy in work product
- Proficiency in MSOffice applications
- Excellent verbal and written communication skills including ability to professionally interact with senior level officials
- Citizenship required by government contract
Preferred qualifications
- Experience with the Army Reserves and/or Dept of the Army
- Training in military construction, economic analysis, Army Reserve construction/real estate
- Familiarity/Experience with Dept of Army's RPLANS and ASIP systems
- Relevant professional certifications
