Job Description: The Vision Center of Excellence (VCE) at the Defense Health Agency (DHA) is seeking an experienced Master Data Manager to provide acquisition program management and technical support for the Defense & Veterans Eye Injury Vision Registry (DVEIVR) and other VCE data-driven programs. This role involves overseeing and orchestrating day-to-day management of data projects, ensuring data usability and sharing, and developing a comprehensive master data management program.
Key Responsibilities:
- Provide acquisition program management support for the DVEIVR program and other VCE data initiatives.
- Monitor and report on the execution and activities of VCE data programs.
- Interface with program customers at all levels of the Military Health System (MHS).
- Manage projects involving teams of consultants, functional experts, and analysts, including stakeholder meetings, privacy information assessments, and acquisition documentation.
- Organize and coordinate data usability and sharing activities, including the facilitation of DVEIVR reports, dashboards, and business rules.
- Provide administrative support for VCE's data management work group, facilitate data requests, and manage an integrated master schedule for all DVEIVR activities.
- Review, develop, and maintain analysis of DVEIVR user categories, data requests, and utilization outcomes.
- Update and maintain business rules for DVEIVR and other VCE initiatives.
- Develop processes for reviewing, monitoring, and reporting the DVEIVR orphan file process.
- Support data requests and ensure compliance with data sharing and system verification requirements.
Master Data Management (MDM) Program Responsibilities:
- Develop and implement a master data management program to support DVEIVR and future VCE systems.
- Establish and implement policies and standards for data oversight and administration.
- Create a data management strategy and roadmap aligned with DVEIVR data architecture.
- Develop data management processes to support the DoD and VA vision community and VCE's data analytics needs.
- Draft and staff policies and standards identified in the data management strategy.
Data Modeling and Ontology Services Responsibilities:
- Develop, maintain, and validate ontologies and data models in support of VCE initiatives.
- Work with common healthcare terminologies such as ICD, CPT, LOINC, SNOMED, and UMLS.
- Identify and leverage tools for ontology development and maintenance.
- Collaborate with data scientists, engineers, and reporting teams to build the semantics framework for the data warehouse.
- Present new ontology tools for approval and incorporation

Preferred Qualifications:
- Advanced degree in Information Technology, Data Management, or a related field.
- Relevant certifications in data management or project management.
- Experience working in a government or military environment, particularly within the healthcare sector.
