GENERAL PURPOSE:
Manages the design, planning, implementation, coordination, operation and evaluation of University Health Care Plans and as part of the University’s strategic planning. Responsible for providing and maintaining policies, procedures, contracts and agreements for the University benefit programs. Primary responsibility for the overall management of their applicable area. Devises methods for gathering information, analyzing and interpreting data. Reviews and analyzes program effectiveness performance, ROI and outcomes. Develops recommendations for changes as needed.
**RESPONSIBILITIES:**
+ Develops and implements benefit plans and changes to benefit plans, policies and procedures. Evaluates effectiveness of programs and services, reports observations and makes recommendations for improvements in benefits, policies and procedures.
+ Manages all facets of vendor management, including contract review/renewal, evaluation of programs and services offered, pricing and customer service. Makes recommendations for change to Director and Assistant Director as appropriate. Monitors performance, identifies problem areas and assists in the development of new agreements.
+ Responsible for legal compliance through maintaining summary plan descriptions for benefits plans and programs, ensuring plan documentation is up-to-date and readily available. Ensures benefit plans and processes comply with all current federal and state regulations and requirements, including reporting, disclosures, and testing. Responsible for assistance with budget creation, programmatic impact on budgets, and financial forecasting related to plan administration.
+ Communicates and promotes benefit programs to University faculty, staff and retirees. Develops and updates various communications used for the benefit plans, including those required under federal or state regulations. Conducts instructional and informational sessions with all levels of employees on matters relating to the communication, education, application and/or interpretation of the benefit plans.
+ Develop and manage a team of highly skilled and motivated employees; focused on the delivery of quality and value-added services, and allocate responsibilities and work processes across the function. Conduct performance assessments, and foster a positive team environment among staff. Pursue professional growth by attending industry conferences, participating in webinars, seminars, as well as participating in professional organizations.
+ Assists Assistant Director with strategic oversight, evaluation of recommendations for improvements in benefits, policies and procedures, based upon benchmarking, regulation changes and employees’ needs/request. Ensure programs are market-competitive and aligned with organizational and people strategies.
+ Audits carrier remittances, records, reports and interfaces. Serves as the primary interface with audit representatives for respective areas. Makes annual and periodic reports to carriers and superiors. Maintains required records and reports of activities.
+ Collects and analyzes benchmarking data comparing the University’s benefit plans and practices with local and national peers.

**QUALIFICATIONS:**
+ Bachelor’s degree with major course work in Human Resources, Health Care, Finance, Business Administration or related field required
+ 4 years of experience leading a comprehensive benefit program with emphasis in demonstrable experience in managing, designing and communicating benefit programs required
+ or equivalent combination of education and experience
+ Knowledgeable with Microsoft Suite, virtual collaboration tools (Zoom, Box); Adobe, etc. preferred
+ Ability to effectively communicate and interact, both orally and in writing, with people across diverse backgrounds and cultures preferred

**Pay Range**
Pay Range: $68,765 - $103,147 Annually
_The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
