Under the general supervision of the Director, Transmission and Distribution, leads and manages operation and maintenance of a large, complex water transmission system. Performs related personnel and administrative tasks.

Oversees water storage tank water quality efforts including review of chlorine residual data and operation of residual control systems.
Plans, coordinates, manages, and optimizes the operation and maintenance of the transmission system by:
Performs plan reviews, sequence of construction planning, and shutdown coordination to support capital project development.
Performs related personnel and administrative tasks by:

Examples of Duties
Oversees and manages transmission system operations by:
- Developing recommendations and guiding staff on the effective and efficient operation of Fairfax Water's transmission system, including operation of its pump stations, storage tanks, and control valves.
- Coordinating with internal and external stakeholders, including wholesale customers, on planned and unplanned maintenance activities.
- Preparing for and coordinating emergency response to power outages, communications challenges, and other operational impacts.
- Investigating and responding to inquiries, complaints, and concerns about the transmission system from customers.
Oversees the maintenance of Fairfax Water's transmission system assets by:
- Coordinating with other Fairfax Water departments and construction contractors to repair and/or replace aging transmission mains.
- Overseeing and directing Fairfax Water's transmission system valve exercise program.
- Coordinating with engineering and construction staff to advance Fairfax Water's water storage tank rehabilitation program.
- Overseeing planned and unplanned maintenance of Fairfax Water's pump stations, control valves, and other transmission facilities.
- Overseeing Fairfax Water's damage prevention program and participation in Virginia 811.
- Overseeing and managing testing, inspection, and repair of transmission system cathodic protection installations.
Oversees water storage tank water quality efforts including review of chlorine residual data and operation of residual control systems.
Plans, coordinates, manages, and optimizes the operation and maintenance of the transmission system by:
- Overseeing the daily activities of the After Hours Dispatch, Damage Prevention, Transmission System Operations, and Mechanical Maintenance sections.
- Reviewing routine operational data including work orders and employee productivity.
- Establishing objectives and prioritizing workloads.
- Ensuring compliance with applicable rules, regulations, policies, and procedures.
- Ensuring the availability of materials, equipment, and labor.
- Scheduling and coordinating tasks with other departments, contractors, consultants, outside agencies, and others as needed.
- Responding to emergency calls during and after working hours.
Performs plan reviews, sequence of construction planning, and shutdown coordination to support capital project development.
Performs related personnel and administrative tasks by:
- Conducting employee evaluations, interviews for staff vacancies, and other personnel activities.
- Supporting and facilitating the training and development of personnel.
- Approving departmental purchases of equipment and supplies.
- Recommending inventory quantities for system maintenance.
- Preparing records, reports, and recommendations on labor, materials, costs, repairs, and other related activities.
- Assisting in the preparation of the annual department budget and capital improvement program.
- Participating in meetings with consultants, vendors, contractors, and other Fairfax Water personnel as required to advance department objectives.
- Performs other duties as assigned or required.
Typical Qualifications
- Graduation from a four-year college or university with a Bachelor's Degree in engineering, natural or physical science, or closely related field, and a minimum of ten years progressively responsible experience with the operation and maintenance of public water supply facilities, with at least five years in a supervisory or management capacity, or any equivalent combination of ability, education, experience and knowledge.
- Registration as a Professional Engineer in the Commonwealth of Virginia, or registration in another state, with the ability to obtain Virginia registration within one year, is preferred but not required.
- Possession of a Commonwealth of Virginia Class V, or higher, Waterworks Operator's license is preferred.
- Thorough knowledge of the Commonwealth of Virginia Waterworks Regulations.
- Thorough knowledge of water distribution system hydraulics.
- Considerable knowledge of the methods, materials, and tools used in the installation, operation, and maintenance of water distribution systems.
- Knowledge of the purpose and use of SCADA control systems.
- Knowledge of computer modeling concepts, theory, and techniques.
- Ability to understand and follow oral and written instructions.
- Ability to oversee and direct staff.
- Ability to perform job duties without immediate or detailed supervision.
- Ability to work independently on complex projects.
- Ability to establish and maintain effective working relationships with coworkers, supervisors, consultants, contractors, and the public.
- Ability to read, interpret, and work from engineering drawings and specifications.
- Ability to compile and analyze data.
- Ability to prepare reports.
- Excellent oral and written communication skills.
- Knowledge of applicable safety regulations, practices, and procedures.
- Must pass a controlled substance (drug) test for employment.
- Possession of a valid driver's license and good driving record.
- Available to work from any Fairfax Water facility and at any location in the water system at any hour or day of the week.
- Ability to work irregular hours shifts, weekends, and holidays.
- Ability to work in office, industrial, and outside environments.
- Ability to operate computer systems, printers, copiers, telephones, two-way radios, and related equipment.
