POSITION PURPOSE
The Service Planning Manager leads the service planning staff while helping the Agency plan, prioritize, and fund bus stop improvements, oversees updates to bus routes per changes identified in the COA, and conducts data analysis for intradepartmental projects.
*The salary range is $65,000 - $73,000 annually, commensurate with education and experience.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:
- Manage Service Planning staff
- Attend weekly IndyGo Leadership Meetings
- Represent IndyGo at external stakeholder meetings
- Collaborate with other IndyGo departments on projects that impact related bus stops and bus service.
- Manage the Bus Stop Improvement Program
- Update bus routes per the agency’s COA plan
- Create and maintain all internal and public-facing maps – both print and web-based maps.
- Review engineering designs of bus stop improvements
- Manage a series of databases for financial and geospatial analyses.'
- Maintain IndyGo’s ADA Transition Plan
- Partner with IndyGo Foundation and IndyGo’s Strategic Planning Department on federal and local grant applications
- Attend public meetings
- Establish and maintain working relationships with citizen groups, organizations, and individuals involved in transit issues to achieve coordinated and cooperative approaches to service development to improve public awareness and operation of existing and future services.
- Occasionally present information at public meetings and conferences
- Performs other duties as assigned
OTHER FUNCTIONS:
- Acts as a proxy to the Senior Director over Service Planning when they are not available
- Participates in technical committees for other department’s contracts
- Participates in reviewing and evaluating requests for proposals (RFP) and bids (RFB) as requested.
EDUCATION AND/OR EXPERIENCE:
To perform this job successfully, an individual must have the following education and/or experience.
- Bachelor’s or master's degree in Public Administration, Urban Planning, Geography, Civil Engineering, or another related field, or an equivalent combination of education and experience will be considered for the education.
- Five (5) or more years of experience in transit planning or transportation planning/engineering.
KNOWLEDGE, SKILLS, AND ABILITIES:

- Ability to communicate effectively with individuals and groups regarding corporate policies and procedures, using tact, patience, and courtesy in dealing with angry or upset individuals.
- Ability to present technical information clearly and concisely.

- Ability to prioritize, organize, and manage tasks and time effectively; flexibility and adaptability are required.
- Knowledge of federal laws, regulations, and policies, e.g., Title VI, surface transportation bills (IIJA), etc.
- Advanced skills in MS Office products
- Intermediate to Advanced skills in Adobe Suite Products,
- Intermediate to Advanced skills in ArcMap or ArcGIS Pro and ArcGIS Online
- Ability to build and maintain databases for geospatial analysis
- Ability to maintain the bus stop improvement database used for capital planning and financial analysis.
- Ability to develop, monitor, and maintain the department's capital budget
- Ability to read and interpret engineered drawings for bus stop improvements.
- Intermediate to advanced knowledge of bus route scheduling
- Intermediate to advanced knowledge of Marion County’s roadway network and IndyGo Foundation bus routes.

- Requires exposure to heavy machinery/equipment, excessive noise, extreme temperatures, fumes/odors, hazardous materials, and dirt/dust.
