Summary:
This Personal Services Contractor (PSC) position is in the Policy and Strategic Planning Division, Office of Policy and Program Analysis, Comptroller Directorate, Bureau of Overseas Buildings Operations, (OBO/COMP/P), in the Department of State (DOS). COMP/P/PSP coordinates the bureau’s policy development and revisions, the bureau’s strategic planning activities and responses to Freedom of Information Act (FOIA) requests.
Major Duties:
The PSC primarily serves as the Bureau’s FOIA coordinator and provides a wide range of research, analysis, and data management functions for issues impacting overseas posts. Duties include but are not limited to:
- Coordinates all Bureau responses for Freedom of Information Act (FOIA) information and records requests from the public, working with subject-matter experts to provide relevant and appropriate information.
- Evaluates complex current and proposed policies and procedures to determine whether these are in consonance with Department policies and regulations, relevant laws, and pertinent directives.
- Develops new or modified Policy and/or Standard Operating Procedure documents relevant to the COMP Directorate and ensures the Comptroller's Directorate Foreign Affairs Manual (FAM) chapters are up to date.
- Supports OBO program offices with the development of new or modified policies and procedures through research and analysis of existing and proposed policies as they relate to current legislation

Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Qualifications:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

- Knowledge of the Department's Freedom of Information Act (FOIA) regulations, responsibilities, systems, and procedures.
- Knowledge of the Department's records management policies and systems.
- Knowledge of the Department's authorities, policies, and programs to assess the organizational and institutional environment in which policy is made and implemented.
- Ability to organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and to prepare material complicated by short deadlines and limited information.
