Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST in the WATERFRONT DIVISION OF STRATEGIC SYSTEMS PROGRAM. This is a competitive detail not to exceed one year and is intended to provide an opportunity to gain the competencies necessary to perform the duties of a Management and Program Analyst. If selected there will be no change in your salary. Upon successful completion of one year, you may be eligible to compete for GS-0343-11, Management and Program Analyst positions. Responsibilities You will be responsible for providing strategic missiles and strategic weapons system (SWS) support to the fleet and other designated activities. You will provide continuity for Wharf Operations through comprehensive and thorough planning, preparation, communication, coordination. You will advise on long and short term operations planning for: evolutions/operations, activation, maintenance, loading and off-loading of strategic assets to and from submarines. You will be responsible for performing a variety of studies, surveys, inspections, aimed at establishing, improving, and ensuring the efficiency and effectiveness of production management systems for wharf operations. You will be responsible for the coordination of inspection and audit findings and composition and coordination of responses to findings for leadership's approval prior to submission. You will develop and gather the necessary information and submits formal recommendations concerning departmental and command policies and procedures to comply with SWS and applicable higher directives. You will serve as the Building Officer for the Explosive Handling Wharf Facilities. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting ordnance handling program analysis. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
