The Treasure Island Development Authority (TIDA) is charged with implementation of the development program in partnership with the private developer, Treasure Island Community Development (TICD). TIDA supports TICD in the design permitting, construction of public infrastructure required of the program and in the permitting, inspection and occupancy of market-rate housing. TIDA is also charged with the development, in partnership with affordable housing developers and operators, of numerous affordable housing sites and with the ownership and operation of the program’s future parks and open spaces.
The Treasure Island development program includes the development of 8,000 new homes; over 500,000 square feet of retail and office space, 290 acres of new parks; new streets, utility infrastructure, and public facilities; and geotechnical improvement measures and sea level rise adaptation strategies. Three sub-phase areas are currently under development on Treasure Island and Yerba Buena Island, and more than 1,300 new residential units are scheduled to be completed within the next three years. As a department, TIDA currently manages a $30M annual budget partially supported by revenues from 150+ commercial and residential tenants located on Treasure Island.

The Major Sites Principal Planner (Planner IV) plays a critical role on the Development team, leading major planning initiatives on Treasure Island and Yerba Buena Island. Under general direction, this position coordinates site design, feasibility studies, and public processes for large-scale sites. The Major Sites Principal Planner works closely with City departments, stakeholders, and the public to ensure that site developments are feasible, sustainable, and aligned with the City of San Francisco’s goals for a vibrant and inclusive community.
As part of the Development team, the Major Sites Principal Planner will:
- Coordinate and oversee the design, feasibility, community engagement, permitting, and acceptance phases for large sites on Treasure Island, ensuring projects meet City planning standards and TIDA’s community-oriented objectives.
- Lead public processes related to major site development, facilitating community dialogue, and ensuring transparency and public input in project planning.
- Collaborate with the Major Infrastructure Manager, Vertical Development Project Manager, and other team members to ensure cohesive planning and problem-solving across TIDA’s key development areas.
- Coordinate with private developers on infrastructure, housing, and public facilities projects, ensuring alignment with public goals and regulatory requirements.
- Collaborate with federal land-owning agencies to facilitate site development in alignment with various public policy goals.
- Coordinate with state and local regulatory and permitting agencies to navigate approvals, environmental compliance, and land-use requirements.
- Analyze complex data related to site planning, including zoning, environmental impact, and land use regulations, to support informed decision-making and effective planning.
- Represent TIDA in public forums, community meetings, and government agency interactions to promote public trust and strong stakeholder relationships.
- Manage project schedules, coordinate with external consultants and technical staff, and prepare and review detailed reports, designs, and presentations to support project transparency and alignment with TIDA’s mission and City policy.
Education: Possession of a baccalaureate degree from an accredited college or university.
Experience: Atleast (4) years of experience in urban development, public engagement, or community redevelopment, of which all 4 years must include supervisory/management experience.
Substitution: Additional qualifying experience may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Desirable Qualifications
In addition to the minimum qualifications, the ideal candidate will possess the following:
- Experience with large, multi-phase urban development projects, especially in the San Francisco or Bay Area.
- Demonstrated success in leading public processes, including engaging stakeholders, facilitating public meetings, and gathering community input.
- Expertise in complex site design and feasibility studies in urban redevelopment, considering environmental, economic, and regulatory factors.
- Knowledge of public-private partnership dynamics, particularly within the context of major urban projects.
- Strong communication, leadership, and relationship-building skills for working with public officials, community groups, and regulatory bodies.
- Ability to manage complex projects with competing priorities and tight deadlines.
- A strong understanding of equity principles in public engagement and community development.
- Possession of a baccalaureate degree in Urban Planning, Public Policy, Political Science, Architecture, Landscape Architecture, Engineering, Community Development, or a related field

Compensation: $145,236-$176,462 yearly
