I. Position Function Summary:
Under the direction of the Facilities Management Director and/or the Facilities Management Supervisor the Maintenance Technician performs routine preventive, general maintenance and repair on buildings, recreational facilities, parks, systems and equipment, including electrical, plumbing, grounds, carpentry, locksmith and custodial. The position involves the operation and use of various light motorized and electrical tools and equipment as well as non-motorized and non-electrical tools and equipment used in all types of construction, maintenance, landscaping and custodial work. Ensures buildings and grounds are safe and free from trash and debris.

II. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

Maintenance Services:
- Properly diagnoses and performs daily minor and routine maintenance/repair which may include but not be limited to the following:
- Electrical and plumbing Gas fixtures and appliances
(including water lines) (where applicable)
- A/C and heating systems Doors, cabinets, windows
- Appliances Walls
- Water irrigation systems Boiler/water heaters, gas and electric
- Stairs, gates, fences, patios, railings Door locks
- Tile, carpet, flooring Controlled access systems
- Roofing, gutters, fasteners (where applicable)
- Interior/exterior lights Ceiling leaks
- Effectively performs general building maintenance and custodial duties.
- Suitably constructs and maintains small buildings, pavilions, shelters, picnic areas, benches, bleachers, ball fields, basketball courts and other facilities; install/uninstall fencing as required.
- May assist in framing, painting, roofing or other semi-skilled construction and maintenance activities related to basic carpentry, plumbing, tile, and electrical; performs concrete and masonry work.
- Assures proper installation and maintenance of playground equipment; conducts safety inspection of playground equipment.
- Performs general maintenance on various types of building components and apparatus, i.e., motors, pumps, valves, bearings, floats, pulleys, belts, switches, relays, plugs, light ballasts, light photocells, fuses, circuit breakers, timers, transformers, wiring, fire sensors, door hardware, roofing, floor and ceiling repair, dry wall, painting, caulking, concrete repair, etc.
- Performs general carpentry; maintains physical aspects of the county buildings such as window and door frames, woodwork; fabricates shelving, assembles, and repairs furniture; repairs or replaces locks; assembles tables and miscellaneous furniture upon delivery.
- Performs general landscape and gardening duties; plants and transplants trees, shrubs, bushes, grass, flowers etc. as directed to develop attractive parks and grounds; performs various fertilization techniques using dry and liquid chemicals.
- Performs general facility security checks; checks door locks and other systems for proper operation; opens and closes doors, allowing access to facilities during regular work hours.
- Performs miscellaneous seasonal or periodic duties; assists with snow removal by operating snow blower and shovels; water line winterization, etc.
- Operates a variety of types of small and light equipment such as mowers, sod cutters, chain saws, pruning equipment, aeration tractor, and various hand tools; performs routine and regular maintenance on equipment to assure efficiency and safety.
- Operates complex lawn mowing equipment; mows and trims grass, bushes, and shrubs; assists in pruning activities on trees, shrubs, and plants; removes dead, diseased, or injured trees; stimulates healthy plant growth through custom pruning and cutting.
- Operates various cleaning equipment such as power buffer, carpet extraction machine, etc.; sweeps, buffs, dusts, strips, waxes, washes, and polishes hard surface floors; washes and cleans walls, door frames, doors, and glass; washes windows; vacuums and shampoos carpets and entry rugs and mats.
- Accurately maintains work closets and monitors availability of supplies; updates MSDS sheets related to new chemicals.
- Conducts general plumbing duties, i.e., clogged drains, faucet repair and/or replacement, repair of toilets and/or components.
- Will complete general building maintenance and custodial duties; perform framing, painting, roofing or other semi-skilled construction and maintenance activities related to basic carpentry, plumbing, tile, and electrical; maintain functionality of doors and locks within the Taos County Adult Detention Center.
- Assists with spraying projects for the prevention or eradication of pests, fungus, and insects harmful to park plants, trees, shrubs and other environ; selects appropriate chemicals and combinations to accomplish task; maintains records of spraying activities; assures chemicals are properly stored and used in conformity with county, state, or federal regulations; operates spraying equipment.
- Assists in the maintenance and upkeep of irrigation systems; tests and maintains systems utilizing low voltage, hydraulic, or other operating features; inspects electrical systems at parks; makes repairs and adjustments as needed.
- Assists in the set-up of special displays for Christmas, fiestas, festivals, and other special events; sets up banners, assists in the setting up of public announcement and speaker systems; moves tables, chairs, and podiums; assists in the cleaning and grooming of event space to insure appealing surroundings and grounds areas.
- Properly tracks preventive maintenance schedules for assigned vehicles; may perform periodic routine vehicle safety checks, i.e., cracked windshields, etc.
- Performs preventive maintenance on facility systems and equipment; maintains air conditioning system; boilers, domestic hot water systems, pumps, electrical systems, pneumatic controls, electrical and electronic controls, etc. for outlying County buildings.
- Performs routine preventive maintenance on building and facility systems and equipment; maintains HVAC system, including VAC boxes; calibrates thermostats; electrical systems, pneumatic controls, electrical and electronic controls, actuators, etc.; maintains boilers, domestic hot water systems and pumps for outlying County buildings.

IV. POSITION SPECIFICATIONS:
Fair Labor Standards Act Provisions:
This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization's policies and procedures pertaining to overtime hours.
Independence of Action; Supervision Received:
The Maintenance Technician works under general supervision of the Facilities Management Director and/or the Facilities Management Supervisor. Employee works alone on routine work and checks with supervisor only when in doubt. Production generally precedes a check on the quality control. Established methods and procedures are clearly established, and general instructions provided.
Supervision Exercised:
The Maintenance Technician is responsible for own work and has no supervisory authority or responsibility; although the Maintenance Technician may be responsible for organizing and reviewing the work of volunteers or others working on special projects s/he is overseeing that are assigned by the position's supervisor.
Coordination and Cooperation with Internal and External Parties:
Internal:
Responds to requests for information from the Facilities Management Director and/or the Facilities Management Supervisor; and works with other department staff on issues and special projects that may have a moderate impact on provision of Taos County's programs and services.
External:
Employee has a minimal amount of independent contact with external parties. Under direction of the Facilities Management Director and/or the Facilities Management Supervisor, may work with external vendors, applicants, agencies, and others to provide accurate services.
V. POSITION AUTHORITIES AND ACCOUNTABILITIES:
General:
Position has low level of line responsibility and reasonable authority to make independent decisions over an assigned function. A person in this position occasionally takes responsibility for a key operation or function due to their level of accountability.
Budgetary/Financial Authority and Accountability:
Position has low to no level of accountability for budgetary or financial decisions, and decisions will have a low level of impact on resource utilization within Taos County. Not responsible for impact on an operating budget for the Department.
Equipment/Asset/Material Authority and Accountability:
Position has a low level responsibility for equipment & other assets, materials, and supplies; proper utilization is required plus accountability for first-level maintenance may be required.
VI. POSITION QUALIFICATIONS AND REQUIREMENTS:

Education and Experience:
Required:
- High School Diploma (or GED or High School Equivalence).
- One (1) year of facilities, buildings, and/or grounds maintenance experience that includes working knowledge and use of various hand tools and equipment used in preventive or general maintenance and/or grounds maintenance.
Preferred:
- Two (2) years directly related work experience in facilities, buildings, and/or grounds maintenance.
- Construction experience in rehab, new construction, remodel, commercial buildings.
- Certificate in maintenance trades.
Substitution:
- Additional education or professional training may substitute for experience requirement.
Language Requirements:
Required:
Ability to read and write English in order to understand and interpret written procedures and technical manuals. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from vendors, contractors, supervisors, co-workers, residents, and city/county agencies.
Preferred:
Bi-lingual (English/Spanish)
Certification, Licenses and Registrations:
- Must have (or obtain within 3-months from the date of hire) and maintain a current, valid State of New Mexico driver's license; must have and maintain a Taos County-insurable driving record.
Training/Professional Development Requirements:
- Must successfully complete all Taos County-required safety and other training within required timeframes
- Must successfully pass and maintain training certification in all state, Taos County, and/or other training requirements of the position and job assignment.
- Additional training requirements for this position may be mandated by Taos County.
Tools and Equipment Used: An employee in this position must be knowledgeable and skilled in the safe use and maintenance of the following tools and equipment:
- Standard office equipment and software, including desktop computer, HRIS database, and standard MS-Office applications or equivalent.
- Operate standard power tools; e.g., power drills, circular saws, compressors, nail guns, and sprayers.
- Must be able to operate a company vehicle.

- This position is subject to call-back and on-call duties as required.
