We are seeking a dynamic and experienced Permanent Local Disaster Recovery Manager to join our team within the government sector. This is a critical role that will focus on planning, coordinating, and managing disaster recovery efforts in the aftermath of natural and man-made disasters. The successful candidate will have a deep understanding of the Federal Emergency Management Agency (FEMA), Community Development Block Grant (CDBG), Hazard Mitigation Grant Program (HMGP), and the American Rescue Plan Act. This role requires a strategic thinker with a strong knowledge of land use planning processes and the ability to manage funding and grant money effectively.
Responsibilities:
1. Develop and implement comprehensive disaster recovery and mitigation plans in accordance with federal, state, and local regulations.
2. Coordinate with FEMA, CDBG, HMGP, and other relevant agencies to ensure maximum utilization of disaster recovery funds.
3. Manage the application and administration of grant funds, including tracking and reporting on grant expenditures and outcomes.
4. Develop and maintain strong relationships with local, state, and federal agencies, non-profit organizations, and community groups to facilitate effective disaster recovery efforts.
5. Provide expert advice and guidance on land use planning and its application to disaster recovery.
6. Oversee the distribution and management of funds from the American Rescue Plan Act to support disaster recovery initiatives.
7. Conduct regular training and awareness sessions for local officials and community members on disaster preparedness and recovery.
8. Monitor and evaluate the effectiveness of disaster recovery programs and initiatives, making recommendations for improvements as necessary.
9. Ensure compliance with all relevant laws, regulations, and policies related to disaster recovery and mitigation.
Qualifications:
1. A minimum of 5 years of experience in disaster recovery management, preferably within the government sector.
2. Extensive knowledge of FEMA, CDBG, HMGP, and the American Rescue Plan Act.
3. Demonstrated experience in managing funding and grant money.
4. Basic knowledge of the land use planning process and its application to disaster recovery.
5. Proven ability to develop and implement comprehensive disaster recovery and mitigation plans.
6. Strong leadership skills with the ability to coordinate and manage diverse teams.
7. Excellent communication and interpersonal skills, with the ability to build strong relationships with a range of stakeholders.
8. Bachelor's degree in Emergency Management, Public Administration, Urban Planning, or a related field is preferred.
9. Certification in Emergency Management or a related field is a plus.
10. Ability to work under pressure and make decisions in challenging situations.
11. Strong problem-solving skills and the ability to think strategically and analytically.
