The South Texas Veteran Health Care System (STVHCS) provides health care services at 17 locations serving southern Texas. Facilities include our Audie L. Murphy Memorial Veterans Hospital in San Antonio, our Kerrville VA Medical Center, and 15 communitybased outpatient clinics in San Antonio, New Braunfels, and Victoria. We also maintain a mobile clinic that operates out of the Kerrville VA Medical Center.
The South Texas Veterans Health Care System is one of the leading health care systems serving Veterans in the VA Heart of Texas Health Care Network. They are an innovative care center within the Veterans Integrated Service Network (VISN 17), which includes medical centers and clinics in Texas and New Mexico.
POSITION DESCRIPTION:
**THIS POSITION IS CONTINGENT UPON CONTRACT AWARD**
Liaison/Lead Phlebotomist
2 |P a g e The Phlebotomist will perform a wide variety of duties to include but not limited to:
- Assign daily workload, ensures that there is sufficient staffing coverage, evaluates training records and assists in determining training needs of lower level phlebotomists.
- Perform venipuncture by following published laboratory procedures
- Perform urine collection by following published laboratory procedures
- Collect adequate and properly labeled specimens
- Properly determine current clinician orders in the computer per laboratory procedures
- Pulling lab orders out of computer
- Perform waived and/or non-waived testing
- Process specimens for testing and/or shipment to another laboratory for testing
- Make contact with patients, relatives, staff members, and co-workers in a concerned, compassionate, and helpful manner
- Maintain an adequate stock of supplies and rotates stock as needed to ensure supplies are used in accordance with expiration dates.
- Uses knowledge of human anatomy, aseptic technique, and phlebotomy material selection (i.e. vacutainer, syringe, butterfly)
- Uses judgement in selection of phlebotomy site based upon the patient’s condition, age group, and type of test to be performed.
- Prepares phlebotomy site for proper specimen collection based upon knowledge of blood specimen types, request forms, anticoagulants and transport conditions testing procedures.
- Conveys to the patient the intention of performing a phlebotomy while showing understanding and empathy for the patient’s condition.
- Complete training for the Federal Drug Workforce Program and collect specimens and fill out required forms.
- Collect and observe COVID 19 specimen collections (Nasopharyngeal, Oropharyngeal, Nasal Mid-Turbinate, Anterior nares, Nasopharyngeal aspirate/wash, saliva) as detailed in request
- Performs glucose tolerance testing by administering pretest substances and drawing blood at specific time intervals.
- Contact medical staff in handling patients in cases of fainting, convulsions, and illness.
- Follows universal precautions, and infection prevention and control guidelines in the performance of all procedures, wears task appropriate PPE, disposes of

needles and contaminated waste, and patient isolation requirements in the performance of all procedures.
- Follows proper procedures in the storage and disposal of needles and syringes.
- Assists in disinfecting and closing the Phlebotomy Room at the end of the shift
- Receives specimens and accompanying requests forms for any of the tests that can be performed and checks each for proper identification.
- Accessions order by use of computer system
- Clearly labels specimens after drawing with patient’s name, identification number (SSN), phlebotomist’s initials, collection time, and date as required.
- File results of completed laboratory tests.
- Clearly communicates the daily status and problems about the laboratory output to team member and senior management of the service.
- Verifies patient identified by confirming two (2) patient identifiers per VA policy (patient’s name, date of birth, and/or social security number) prior to accepting or collecting specimens for processing or testing performing. Differences in patient identification and will be reconciled and corrected before drawing blood or accepting patient samples.
- May serve as receptionist at the laboratory front desk greeting and processing patient lab orders, providing patients with appropriate guidance, answering nontechnical questions, and referring technical inquiries to appropriate laboratory staff member.
Job Requirements:
MINIMUM REQUIREMENTS:
- High school equivalent and completed a National Accreditation Agency for Clinical Laboratory Sciences (NAACLS) certified phlebotomy training program.
- Must possess a current certification to perform phlebotomy services in any State, Territory, or Commonwealth of the United States or the District of Columbia
- Must possess a current BLS or ALCS
- Minimum three years experience in direct patient care performing venipunctures, COVID swabbing, and Federal Workforce Drug Testing in a clinic or hospital setting.
- Prior experience supervising phlebotomists in a clinic or hospital setting.
- Must possess excellent communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers
- Must possess good organizational skills to assure timely collection and processing of samples, inventory control skills, and ability to perform multiple laboratory tasks at the same time.
- Familiarity with laboratory and VA regulations and policies such as Laboratory Guide or Safety Manual is desired.
- Must be computer proficient and familiar with MS Office products
- Must read, understand, speak, and write English fluently

- Must be willing to work alternating weekends as required.
- Must be willing to work at any of the above locations to include traveling to the VA facility in Victoria, Texas
