JOB DESCRIPTION
Summary/Objective The main responsibility of the Foreman is the maintenance of pavement bases and surfaces, right-of-way, bridges, culverts and guardrails and all buildings and equipment, maintaining storage yards, servicing of equipment, tool and parts control, janitorial and grounds maintenance, anti-icing material preparation, and inventorying of maintenance materials through the daily assignment of duties to of all classifications of maintenances workers and mechanics. This is a supervisory/management position and operates under administrative supervision.

- Supervises personnel in maintenance and servicing of County equipment.
- Supervises the maintenance of all equipment including cleaning, lubricating, repair, body work, painting, and fabrication of parts and special equipment.
- Inventories parts, supplies and hand tools used by all the various work crews. Keeps records on work accomplished and parts and supplies used.
- Initiates snow removal operations by contacting staff 24 hours a day.
- Supervises the snow removal routes to assure timely and effective snow removal by directing staff in application of material and operation of equipment.
- Communicates daily with County Engineer on current status of projects.
- Handles emergency situations as they may arise 24 hours a day.
- Maintains grounds and buildings in clean and orderly condition.
- Maintain adequate supplies of all maintenance materials while tracking their use and staying within the budget amount for each category.
- Communicates daily with highway maintenance staff to coordinate the equipment needs of the various crews and sees to equipment repairs.
- Performs duties in field as required to accomplish County goals.
- Plans, organizes and directs the equipment and facilities maintenance program to support the highway maintenance program.
- Develops budget requests for the equipment and facilities maintenance program and monitors budget progress throughout the year.
- Maintains adequate supplies of anti-icing materials for snow and ice control.
- Enforces personnel policies and disciplines employees for violations.
- Develops a highly motivated and capable staff to assure acceptable productivity.
- Supervises and coordinates activities of department personnel; assists with problems that occur in daily operations.
- Handles confidential employee matters.
- Assists with hiring, firing, discipline and training decisions.
- Provides a safe working environment.
- Coordinate highway maintenance work with Townships as they request County assistance.
- Prepare timesheets and equipment billings for Township maintenance or repair activities.
- Field Check Driveway/entrance permit applications.
- Coordinate roadway maintenance activities with adjacent property owners as necessary.
- Other assigned duties.

Work Environment
This job operates in a professional shop and workplace environment. The employee is sometimes exposed to outside weather conditions.

Position Type and Expected Hours of Work
This is a full-time position. Regular days and hours of work are Monday through Friday, 7:00a.m. to 3:30p.m. with periods or occasions of mandatory overtime. Must be available for on-call work for emergencies and during inclement weather.
Travel
No travel is expected for this position.
Required Education
High school diploma or GED diploma. Training or graduation from a two (2) year post-secondary program is highly desirable.
Preferred Experience
Good working knowledge of highway construction, maintenance and repair procedures and techniques. Ability to assist the shop mechanic in determining the best course of action for equipment repairs. Must have proficiency in computer use and basic office software such as Microsoft Office and Excel.
Additional Eligibility Qualifications
Passage of routine and random drug and alcohol screening.
